## About the Role

Motivated, team-oriented individual with excellent technical and communication skills. Knowledge of and experience with custom web-based application systems, data and databases, data verification, programming, and customer service. Have the ability to work with diverse groups, including Water Board staff and management, other government agency partners, and stakeholders.

 * Supervisorial and technical knowledge of and experience with supporting all aspects of web solutions based on JAVA, J2EE, ASP.Net, C#, ArcGIS, Oracle, SQL Server, MSSQL, MVC, JBOSS EAP, IIS, jQuery, Java Server Pages, AJAX, JavaScript, Enterprise Java Beans, Hibernate, JavaScript API, and Web Services. Knowledge of GIS application development is desirable.

 * Supervisorial and technical knowledge of and experience with supporting all aspects of system administration of enterprise DBMS technologies, including Oracle and SQL Server database systems.

 * Managerial and technical knowledge of and experience with enhancing, supporting, architecting, and migrating custom web systems to new cloud-based architectures, including Microsoft Power Platform, Microsoft Azure, COTS cloud-based solutions, and SAAS technology offerings.

 * Experience advising and presenting administrative information, system recommendations, and technical solutions to co-workers, management, and executive-level staff. Experience advising management on the planning, development, implementation, and coordination of IT issues.

 * Supervisorial and technical knowledge of and experience with Agile development methodologies principles.

 * The ability to work independently with multiple priorities and under pressure of critical time demands.

 * Highly motivated, self-directed information technology professional with excellent technical, interpersonal, organization, and communication skills (both verbal and written).

 * Possess strong knowledge of the Systems Development Life Cycle.

 * Experience performing in a project lead capacity and experience coordinating the work of co-workers. Experience as a technical lead to team members or consultants, and responsible for the efficient delivery and completeness of all technical deliverables on new development efforts or on major enhancements to existing projects/websites.

 * Knowledge of and experience with coordinating complex information technology projects and systems. Experience includes defining project scope, objectives, user requirements, activity definitions, project schedules, resource plans, cost estimates, risk identification, procurement plans, team members' roles and responsibilities, and stakeholders' communication needs. Experience advising management on the planning, development, implementation, and coordination of IT issues.

 * Deliver quality service to customers and the ability to work productively with other IT service areas.

 * Knowledge of principles of project management to ensure high-quality IT products.

 * Ability to write technical documentation for complex system changes to provide an accurate basis of information for future support needs.

 * Ability to develop and maintain effective and cooperative working relationships.

 * Ability to easily adapt to changing priorities., A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate's ability to present information clearly and concisely in writing. It should be typed, no more than three (3) pages in length, using Arial 12pt font, and normal margins.
 1. Summarize your experience leading teams in developing, supporting, enhancing, and migrating complex web IT projects. Highlight your technical skills in J2EE, ASP.Net, ArcGIS, Oracle, SQL Server, AWS, Azure, and using Agile methods.
 2. Summarize your experience of managing enterprise databases and ensuring the data quality is maintained across multiple projects. Describe your role, project management abilities, and your commitment to quality IT services.
 3. Explain how you demonstrate communication, customer service, and adaptability with internal staff, management, agencies, and stakeholders under time pressure.

## Description

Under the general direction of the Information Technology Manager I (ITM I) of the Information Technology Business Operations Support Branch (ITBOSB) in the Division of Information Technology (DIT) and consistent with good customer service practices and the goals of the State and Regional Board's Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments. The Supervisor of the Application Support Unit is responsible for planning, directing, and coordinating the activities required to develop information technology solutions for complex business, scientific, or engineering problems. The incumbent is expected to attend conferences, obtain training, review technical journals and periodicals, browse appropriate Internet sites, etc., to acquire and maintain knowledge of applicable emerging technologies,
procedures, and industry practices. The incumbent will provide services from IT domains, including Business Technology Management, IT Project Management, Software Engineering, and Systems Engineering., Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract.
