Highly Desired Experience Experience in one or more of the following areas is highly desired: * Naval C4I / C5ISR systems, architectures, or operations * Navy Warfare Development Center (NWDC) * Navy or Joint exercise planning and execution * Warfare Tactics Instructor (WTI) organizations * Operational Test & Evaluation (OT&E) * Developmental Test & Evaluation (DT&E) * Operational analysis or operational assessment * Mission engineering or mission analysis ## Description * Plan and support the full lifecycle of Navy tabletop exercises, from initial concept development through execution, analysis, and final reporting. * Develop exercise objectives, scenarios, event plans, schedules, discussion topics, and supporting materials in coordination with technical and operational stakeholders. * Facilitate technical and operational discussions involving Fleet, acquisition, engineering, testing, and warfare development participants. * Lead and support multi-day TTX events, ensuring discussions remain aligned with exercise objectives and operational mission needs. * Connect Naval C4I system capabilities and architectures with operational requirements, mission threads, CONOPs, and Fleet needs. * Coordinate with stakeholders to identify operational scenarios, technical questions, capability gaps, and areas requiring further analysis. * Lead and support exercise data collection, ensuring key observations, issues, decisions, risks, and operational insights are accurately captured. * Conduct post-exercise analysis and synthesize results into meaningful findings and actionable recommendations. * Develop After Action Reports (AARs), executive summaries, technical reports, and senior-leadership briefings. * Coordinate with PAE MS Programs of Record (PORs), engineering organizations, Test & Evaluation organizations, and other program stakeholders. * Engage with Fleet and warfare development organizations, including the Navy Warfare Development Center (NWDC) community. * Support stakeholder engagements between exercise events to advance exercise development, mission analysis, and operational alignment. * Facilitate discussions involving differing technical and operational perspectives and help stakeholders identify areas of alignment, risk, and further analysis. * Present exercise results, recommendations, and complex technical and operational topics to senior military and civilian leadership., * CONOP development or assessment * Systems-of-systems engineering * Tabletop exercises (TTXs) * Wargaming * Fleet operations * Programs of Record (PORs) * After Action Reports (AARs) * Senior-level Navy technical or operational briefings
