You will have significant experience leading complex transformation programmes, operating model implementation and service redesign, with the ability to translate strategic priorities into practical and sustainable outcomes. You will be comfortable balancing strategic thinking with hands-on delivery, ensuring organisational benefits are realised and change is successfully embedded. Essential Experience * Significant experience in a senior transformation, programme management or organisational development leadership role. * Proven experience of leading complex organisational transformation programmes, operating model implementation or large-scale change initiatives. * Experience managing programmes involving changes to people, processes, technology, information and ways of working. * Extensive experience establishing programme governance, prioritisation frameworks and delivery controls. * Strong programme management expertise, including planning, risk management, dependency management, resource planning and benefits realisation. * Experience of end-to-end service or process redesign involving frontline teams, operational leaders and multidisciplinary stakeholders. * Experience developing business cases, investment proposals and options appraisals. * Strong understanding of organisational change, adoption, engagement and implementation methodologies., * Relevant degree or equivalent professional experience in business transformation, organisational development, project/programme management, business analysis or a related discipline. * PRINCE2, MSP, APM or equivalent project/programme management qualification would be advantageous but is not essential. * Process improvement, organisational development or change management training would be desirable., If you are an experienced transformation leader with a successful track record of delivering complex organisational change, operating model implementation and service redesign, we'd love to hear from you. ## Description Bolton Cares is seeking an experienced, influential and commercially minded transformation leader to join us as our Head of Transformation on a 12-month fixed-term contract. This is an exciting opportunity for a senior transformation professional to play a pivotal role in delivering one of the most significant programmes of organisational change within Bolton Cares. Reporting to the Director of Finance and Resources, you will provide leadership for the mobilisation and implementation of Bolton Cares' Target Operating Model (TOM), ensuring the successful delivery of a coordinated, prioritised and outcome-focused transformation programme across the organisation. This opportunity offers the chance to shape the future of Bolton Cares by driving sustainable improvements across our people, processes, technology, data and ways of working. About the Role As Head of Transformation, you will be responsible for translating Bolton Cares' Target Operating Model into a clear, deliverable and costed programme of organisational transformation. Working closely with the Executive Team, senior leaders, operational managers and specialist functions, you will establish effective governance arrangements, oversee programme delivery and ensure transformation activity remains aligned to organisational strategy and priorities. You will provide leadership across the TOM's key priority areas, including Digital, Technology and Information; Data, Insight and Organisational Visibility; Ways of Working and Organisational Effectiveness; Change, Improvement and Innovation; and Workforce and Enabling Services. This role is ideally suited to an individual with proven experience of leading complex organisational transformation programmes, operating model implementation and service redesign, who can bring structure, pace and accountability to a significant programme of change while delivering measurable organisational benefits., * Lead the establishment and ongoing operation of the governance, ownership and programme arrangements required to implement the Target Operating Model. * Translate agreed priorities into clear workstreams with accountable owners, outcomes, milestones, resources and success measures. * Own and maintain an integrated TOM implementation plan covering people, processes, technology, data and governance. * Provide programme leadership and oversight across all TOM workstreams, ensuring delivery remains coordinated, aligned and focused on agreed outcomes. * Lead programme controls for risks, issues, dependencies, resources, decisions and benefits realisation. * Hold workstream and delivery leads accountable for agreed milestones, outcomes and actions, intervening where delivery is off track. * Provide strategic advice, recommendations and programme assurance to the Senior Leadership Team, Executive Team and Board. * Develop and oversee business cases, investment proposals and options appraisals for transformation initiatives., At Bolton Cares, people are at the heart of everything we do.
