Not a purely administrative PM role. ## Description We are looking for an experienced Agile Project Manager to lead project initiation and mobilisation for a strategic data engineering programme within an asset-centric water utilities organisation. The programme is early-stage, with scope, requirements, priorities and delivery approach still uncertain. This role is about bringing structure, clarity and delivery discipline - moving the project from discovery into structured execution - working closely with the Data Engineering Manager, Business Analysts, Architects, technical teams and client stakeholders. This is a hands-on mobilisation role. You must be comfortable operating without full upfront information and capable of creating clarity and momentum through effective planning, facilitation and stakeholder engagement. Key Responsibilities Initiation & Mobilisation Lead early-stage mobilisation; establish the project plan, approach and milestones; clarify scope and close information gaps; set up governance and ways of working. PID Ownership Own and coordinate the Project Initiation Document - covering objectives, scope, deliverables, governance, roles, dependencies, assumptions, risks and constraints - through to sign-off and ongoing maintenance. Planning & Roadmap Build an integrated project plan and delivery roadmap; identify dependencies, critical path and constraints; refine continuously as scope firms up. Agile Delivery Establish the Agile framework and ceremonies; support sprint/release planning and backlog management; track progress, remove blockers, drive continuous improvement. Risk & Dependency Management Maintain RAID logs with clear ownership and actions; manage scope changes; escalate through governance. Stakeholder Management Build strong relationships across client and delivery teams; facilitate workshops and decisions; communicate clearly to technical and non-technical audiences. Governance & Reporting Set up meeting structures, reporting cycles and escalation routes; produce concise status reporting; keep documentation traceable.
