The requirements listed below are representative of the knowledge, skills, and/or abilities required: * Comprehensive knowledge of commercial and residential building, mechanical, electrical, plumbing, energy, and fire codes as published by the International Code Council and National Fire Protection Association and amended and adopted by the Town of Firestone * Ability to read, interpret, and evaluate architectural and engineering plans and documents for compliance via various media forms, including electronic applications such as Bluebeam and Adobe * Ability to collaborate with other enforcement authorities, such as code enforcement, Fire District, and Health Department, in the interpretation and application of codes. * Extensive knowledge of the principles, practices, and objectives related to electrical, mechanical, and structural engineering * Ability to communicate effectively orally and in writing with architects, contractors, developers, property owners, supervisors, employees, and the general public * Skill in providing professional customer service to internal and external customers * Familiarity with the methods, tools, and materials used in building construction * Understanding and ability to apply scope and application of codes and regulations pertaining to building, plumbing, mechanical, electrical, and related codes in a manner generally consistent with industry and International Code Council interpretation and intent * Ability to apply scope and application of fundamental legal requirements governing engineering and architecture * Ability to perform mathematics, including geometry and trigonometry, as they relate to making engineering calculations; ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations * Ability to research, prepare, and analyze technical reports, including the ability to collect data, establish facts, and draw valid conclusions * Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public * Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, policies, and governmental regulations * Ability to establish and maintain effective working relationships with other Town employees, representatives of other agencies and organizations, and community members * Skill in reading and comprehending department and Town rules, regulations, policies, and standard operating procedures * Ability to apply de-escalation techniques in matters of conflict * Proficient in the use of Microsoft Office Suite Required Education and Experience: * High School diploma or GED required * Four (4) years of progressively responsible experience in plans examination, building construction, building inspection, architecture, or engineering, including at least two (2) years of experience reviewing building plans for compliance with adopted building codes and at least two (2) years in a lead or supervisory role * An equivalent combination of education and experience may be considered Required Licenses/Certifications: * Valid driver's license and satisfactory driving record * ICC Building Plans Examiner (B3) certification at time of hire * ICC Permit Technician certification within six (6) months of hire Preferred Qualifications: * Additional ICC certifications in accessibility, energy, mechanical, plumbing, electrical, building inspection, or other disciplines applicable to the Town's adopted codes are preferred. Work is regularly performed outdoors and indoors, with frequent exposure to extreme temperatures and all weather conditions. Work is performed year-round with regular exposure to any of the following: loud noise, heavy traffic, and some hazardous situations. Body Movement: While performing the duties of this job, the employee is consistently required to sit, frequently stand and walk, use hands and fingers to handle, feel or operate objects, and occasionally stoop, kneel, crouch, or crawl. Hearing: Employees must have the ability to hear, understand, and distinguish speech and/or other sounds (e.g., machinery, telephones, doorbell, alarms); communicate clearly and effectively; understand and be understood; be able to consistently engage in ordinary conversations. ## Description Under the limited supervision of the Director of Planning and Development, the Plans Examination Manager performs professional residential and commercial building plan review for compliance with International Code Council (ICC) codes, Town amendments, ordinances, and other applicable requirements. Supervises permitting staff and is responsible for workload coordination, quality assurance, employee development, customer service, and consistent permit-processing practices. Serves as a technical resource to applicants, builders, contractors, staff, and the public., The list below is intended to illustrate the responsibilities of the position and is not all-encompassing.
