Capable of overhead lifting; lift and carry up to 45 pounds; push and pull materials and objects up to 100 pounds with assistive equipment such as a pallet jack. ## Description The Programmer Analyst is a technical role responsible for designing, developing, and maintaining enterprise software applications that support Yavapai County operations. This position analyzes business needs, builds and enhances solutions, and identifies opportunities to modernize legacy systems, while ensuring day to day reliability and support for the applications departments depend on. The Programmer Analyst works independently to manage their own projects and timelines, while collaborating closely with departmental stakeholders and internal technical teams, including GIS staff when applications involve spatial data or geodatabases., * Oversees the ensuring of network/system availability to include all centralized and internet-based resources; communicates status of requested services to county-wide departmental liaisons. Services include (but not limited to): responds to service calls, provides technical expertise, and ensures timely resolution of customer reported problems. * Oversees small to medium individual and multi-department projects within the ITS project portfolio while observing established ITS project management procedures. Using appropriate technology, creates project deliverables as specified for the project; examples include a requirements document, statement of work, test plans and diagrams. * Collaborates with county-wide IT stakeholders to define requirements and translate such business needs into technical solutions; provides recommendations for software and/or systems. * Designs, develops, tests, and maintains custom systems; prepares test plans for assigned systems and develops test data and tests procedures for those systems. * Prepares and maintains customer and internal documentation. * Assists in providing technical assistance and training to junior staff. * Provides level III technical expertise. * Performs varied systems analysis, configuration, and implementation work. * Assists in developing departmental standards and procedures; complies with all County and departmental policies and procedures. * Maintains expertise in current technologies. * Performs other job-related duties as assigned., * Designing, maintaining, and troubleshooting complex system solutions. * Designing and presenting materials and information to audiences. * Preparing clear, concise, accurate documentation, instructions, correspondence, and other written materials. * Logic and problem-solving techniques. * Understanding and communicating information about complex systems to individuals with varying levels of expertise. * Organizing work, setting priorities, and meeting critical deadlines. * Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees. * Organization and adherence to detail.
