## About the Role

Must have Local Government and Oracle Fusion experience., * Senior leadership experience in commissioning and procurement transformation within Local Government or the public sector.

 * Proven experience delivering large-scale operating model and process redesign programmes.
 * Strong understanding of the full commissioning lifecycle and procurement governance.
 * Previous ERP implementation experience, particularly Oracle Fusion Cloud.
 * Knowledge of Procurement Act 2023 and public sector procurement regulations.
 * Experience engaging and influencing senior stakeholders.
 * Strong change management and programme delivery skills.

 * Experience of SAP to Oracle Fusion migration.
 * Oracle Procurement Cloud, Enterprise Contracts and Sourcing expertise.
 * MCIPS or equivalent procurement qualification.
 * Experience within social care, health, children's services or public health commissioning.

## Description

Dorset Council is seeking an experienced Commissioning & Procurement Transformation Lead to support its ERP Transformation Programme and migration from SAP to Oracle Fusion Cloud.

You will lead the design and implementation of a new commissioning and procurement operating model, ensuring processes, governance, technology, data and organisational design are aligned to deliver a modern, compliant and efficient service across the Council., * Lead the transformation of commissioning and procurement services aligned to Oracle Fusion Cloud.

 * Design and implement a future operating model incorporating strategic, tactical and operational procurement functions.
 * Redesign and standardise commissioning, procurement and contract management processes.
 * Ensure compliance with the Procurement Act 2023, financial regulations and governance requirements.
 * Oversee Oracle Fusion Procurement, Sourcing, Contracts, Supplier Management and reporting capabilities.
 * Lead data migration, testing, cutover and go-live readiness activities.
 * Drive stakeholder engagement, training and adoption across Council services.
 * Deliver measurable benefits including improved compliance, reduced maverick spend, process efficiencies and cost savings.
 * Support the integration of procurement and commissioning processes with social care systems and wider council services.
