This role owns the project lifecycle end-to-end - from site identification and RFP development through contractor management, permitting, construction oversight, and final turn-up and testing. The ideal candidate has direct experience delivering telecom infrastructure projects across multiple jurisdictions and is comfortable managing distributed teams, vendors, and regulatory stakeholders simultaneously., Program & Project Management * Own the end-to-end project plan and schedule for ILA shelter deployment across all assigned states/route segments. * Track budget, schedule, and scope for each site and roll up status to a program-level dashboard for leadership. * Identify schedule risks and critical-path dependencies early (land acquisition, permitting, utility coordination, equipment lead times) and drive mitigation. * Serve as primary point of contact between internal stakeholders (engineering, operations, legal, finance) and external parties (landowners, contractors, AHJs, utility companies). RFP & Procurement * Develop and issue RFPs for shelter fabrication/supply, civil construction, electrical, HVAC, generator, and site security scopes of work. * Evaluate bids, negotiate contract terms and pricing, and make award recommendations. * Establish and manage master service agreements (MSAs) and site-specific work orders with selected contractors. Shelter Site Acquisition * Coordinate site selection based on engineering route design, RF/optical span requirements, and access/utility feasibility. * Manage land acquisition activities including lease negotiation, easements, purchase agreements, and title/survey work, in coordination with legal and real estate resources. * Maintain accurate site acquisition tracking (status, key dates, contacts, documents) across all active sites. Permitting & Regulatory Compliance * Manage the permitting process across multiple state, county, and municipal jurisdictions, including zoning, building, electrical, environmental (e.g., NEPA/SHPO where applicable), and utility interconnection permits. * Coordinate environmental and cultural resource surveys as required, and manage any FAA, wetland, or floodplain considerations. * Maintain a permitting tracker with jurisdiction-specific requirements, timelines, and renewal dates; ensure all sites are compliant prior to construction and turn-up. Construction & Contractor Management * Manage general contractors, civil crews, electrical contractors, and specialty subcontractors (fiber splicing, DC power, HVAC, generator) across multiple simultaneous site builds. * Conduct site visits/inspections to verify work quality, safety compliance, and schedule adherence. * Manage internal field resources (technicians, engineers) alongside external contractors to ensure coordinated execution. * Review and approve contractor pay applications, change orders, and closeout documentation. * Enforce safety standards (OSHA, company EHS policy) across all job sites and contractors. Turn-Up & Testing * Coordinate final equipment installation, DC power and battery backup commissioning, and HVAC/environmental system verification. * Oversee fiber splicing, OTDR testing, and optical/RF turn-up in coordination with NOC and engineering teams. * Manage punch-list resolution and drive sites to full acceptance and in-service status. * Ensure as-built documentation, test results, and site records are collected and archived per company standards. Reporting & Stakeholder Communication * Provide regular status reports to leadership, including budget variance, schedule status, risks, and site-by-site progress. * Escalate issues proactively (land, permitting delays, contractor performance, safety incidents) with recommended resolutions.
