Preferred Skills * Oracle 19+ SQL. * Familiarity with Microsoft Visual Studio / .NET / C# development environment. * Experience working in a government environment. * Bachelor's Degree in Computer Science or a closely related discipline. * Visual COBOL technical certifications. Additional Skills * Experience mentoring and guiding less-experienced technical colleagues. * Strong written and verbal communication skills. * Ability to communicate effectively with users, vendors, staff, and management. * Ability to plan, define, lead, direct, instruct, and review technical project work and personnel. * Ability to work independently. ## Description * Candidate may relocate at their own expense as needed to meet the hybrid schedule., * Analyze the Phoenix core business system and assigned development or system modification tickets. * Lead analysis and recommend technical solutions for assigned tickets and projects. * Partner directly with business units to develop business requirements and specifications. * Translate business specifications into technical specifications and obtain business approval. * Code, test, promote, and implement application changes. * Work with impacted users to verify delivered functionality against documented requirements. * Provide production support for the Phoenix system. * Lead and mentor technical development resources. * Provide daily and weekly status updates to the development manager and business analysts.
