One year of this experience must have also included one or more of the following: spatial database development and management, GIS application development, and/or GIS application server administration; OR an Associate's degree from an accredited college or university in geographic information systems, geography, cartography, computer information systems, or a closely related field and four years of professional GIS experience as described above; OR graduation from high school or equivalent education and five years of professional GIS experience as described above; OR one year of experience as a GIS Analyst II in Nevada State service; OR an equivalent combination of education and experience as described above., This class specification lists the major knowledge, skills and abilities of the job and is not all inclusive. Incumbent(s) will be expected to have knowledge, skills and abilities from a previous level. Knowledge of: structured query language (SQL); spatial data validation techniques; spatial topologies; GIS analysis tools; multi-user GIS editing workflows. Skills in: linear referencing and dynamic segmentation and/or server and web-based GIS technologies; mobile GIS technology and GPS data collection; enterprise spatial databases and database security; map services. Ability to: create GIS software add-ins and stand-alone programs or web mapping applications or write moderately complex scripts to automate GIS processes; install and administer spatial databases; install and administer GIS application server software and publish map services; integrate non-spatial data with the enterprise linear referencing system and/or related GIS systems and dynamically segment data; automate routines to make corrections to improve database quality; develop geospatial data structures to model complex interrelated geographic features; lead highly complex GIS development and maintenance projects; manage and perform highly complex analytical projects; serve as an expert resource to other GIS specialists and end users; and all knowledge, skills, and abilities required at the lower levels. This position performs work involving enterprise geodatabase administration, web application and custom tool development, map service publishing, automation of tasks, and data quality assurance. The incumbent applies professional GIS principles to support water rights adjudication, permitting, planning, and regulatory functions. This position supervises three GIS staff and operates with a high degree of independence while collaborating with technical and program staff to deliver accurate and reliable geospatial information. The position also supports the Department's Enterprise GIS environment, providing technical expertise and user support to ensure that GIS services, data, and applications are reliable and accessible across multiple agencies. The position will provide support for GIS applications including Field Maps, Experience Builder, Survey123, Enterprise Sites and Geocortex. The incumbent will conduct trainings for GIS professionals and end users on advanced tools, workflows, and best practices. The GIS Analyst III must be familiar with Public Land Survey System references, advanced editing in ArcGIS Pro, and metadata creation. Proficiency with legal boundaries, versioned editing, and field data collection is preferred. Technical competencies include experience administering ArcGIS Online or ArcGIS Enterprise environments and advanced proficiency in ArcGIS Pro.
