## About the Role

 * Project Lifecycle Management: Full-lifecycle delivery (solicitation, design, data migration, testing, cutover, rollout).
 * Methodologies: Proficiency in Waterfall, Agile, and Hybrid project frameworks.
 * Governance & Controls: Experience managing multi-year master schedules, budgets, risk mitigation, and executive decision frameworks.
 * Certifications (Preferred): PMP/PgMP, Agile, and Change Management certifications.

 * Vendor & Procurement Control: Solicitations, vendor accountability, contract controls, and COTS/SaaS platform implementations.
 * Domain Knowledge: Experience with case management, public sector, judicial/court systems, or law enforcement data exchanges is strongly preferred.

 * Organizational Change: User adoption, stakeholder alignment, user training, and human-centered design.
 * Compliance & Data Privacy: Knowledge of legislative compliance, reporting standards, and confidential data handling.
 * Communication & Facilitation: Executive briefing, inter-agency coordination, and cross-functional leadership., * Education: Bachelor's degree in PM, Information Systems, Public Administration, Business, Criminal Justice, or equivalent experience.
 * Experience: 10+ years of progressive project management experience, including 5+ years leading complex, multi-vendor enterprise system replacements.
