It supports our client during construction, testing, commissioning and energization of a 115kV to 35kV utility interconnection substation serving a data center campus. The Energy Marshal makes sure the energy isolation programs and practices of the general contractor, testing contractor and other contractors are safe, well-coordinated and compliant with our client standards, utility requirements and industry codes. The scope covers high-voltage, medium-voltage and low-voltage systems, including AC and DC control and auxiliary power. Under our client EHS requirements, any electrical energy source greater than 50 volts must be controlled and documented. The Energy Marshal has independent authority to stop any unsafe work involving energy isolation., Oversee energy isolation and energization activities for the 115kV and 35kV systems, along with associated control, protection, station service and DC battery systems, through construction, testing, commissioning and initial energization. Make sure every hazardous energy source greater than 50 volts, including control circuits, DC systems, CT and PT secondaries and auxiliary power, is identified, controlled and documented under an approved energy control procedure. Review and approve contractor energization plans before they are implemented, including sequencing, PPE requirements, pre-energization inspections, verification steps and back-out procedures. Review contractor Statements of Work, MOPs, switching orders, test procedures and commissioning scripts to confirm that all sources of energy, including backfeed, are identified and controlled. Make sure an approval process for proposed energy isolation procedures is in place and followed. Determine whether a group or individual LOTO is required, and verify that LOTO, tagging and permit-to-work processes are documented and correctly authorized. Verify compliance with NFPA 70E, OSHA 1910.269 and 1926 Subpart V, Client EHS electrical safety and LOTO standards, arc flash studies, temporary protective grounding requirements and protective relay settings. Take part in High Risk Activity (HRA) planning meetings, pre-energization readiness meetings and daily coordination briefings. Coordinate energization of readiness with the Engineer of Record, general contractor, testing contractor, commissioning agent, utility representatives and client Operations. Observe and audit field execution of isolation, live-dead-live verification, temporary grounding and switching activities. Support readiness reviews tied to commissioning milestones, including inspection holds, issue resolution and controlled access to tested equipment. Help manage non-standard situations, such as removal of LOTO devices, cable strikes, near misses and incident investigations. Give the client Project Manager a written weekly report covering energization plan status, a lookahead, completed and upcoming inspections, observations, key issues and closure of previously reported items. Attend safety, project and contractor coordination meetings as required., The Energy Marshal is onsite full time, about 10 hours a day, during substation construction, testing, commissioning and energization. A typical day starts with daily safety and coordination briefings. The rest of the day covers attending commissioning and energization meetings, coordinating electrical work in the field, and reviewing and authorizing energy isolation and LOTO activities. The Energy Marshal also witnesses live-dead-live verifications, audits the contractor LOTO program, resolves electrical safety issues as they come up, and assists in tracking MEP / Cx issues. This role is the main point of coordination among the client project team, the general contractor, the commissioning team and commissioning agents, and the utility. They make sure all work meets client standards, NFPA 70E, OSHA and local jurisdiction requirements.
