Success requires advanced skills in business process re-engineering, requirements translation, Software Development Life Cycle/Agile methodology, quality assurance, and system integration, along with the ability to independently lead the design, support, and continuous improvement of mission-critical tools and to provide direction and mentorship to junior-level technical staff with minimal supervision. This role functions in a lead capacity for the design and ongoing enhancement of these tools, consulting directly with business clients to re-engineer and streamline their processes., * Designs and builds custom SharePoint and web-based solutions for the Permits and District Offices tools. * Gathers requirements from business clients and translates them into user stories for the Development Team. * Prototypes, tests, and debugs applications and processes, including the Permits virtual/help agent. * Prioritizes and tracks work items to ensure timely, high-quality delivery. * Re-engineers business processes and identifies quick wins for District Offices and legislative fee prep. * Tests deliverables and develops training materials and documentation for new processes and systems. * Leads and mentors junior-level technical staff, providing direction, guidance, and oversight on design and development tasks. * Supports and continuously improves the live Permits and District Offices tools across stakeholders, developers, and end users.
