An additional 8 years of relevant experience can be substituted for the degree requirement for a total of 18+ years of experience. * Experience conducting cost-benefit analyses and presenting tradeoff assessments to senior government stakeholders. * Strong understanding of IT service management concepts (ITSM, CMDB, Change Management) in a large enterprise environment. * Demonstrated ability to synthesize complex data and operational information into clear, executive-ready deliverables. * Proficiency with requirements documentation and process modeling tools., * Experience on VA IT programs or within the Department of Veterans Affairs enterprise. * Familiarity with ServiceNow SPM, CMDB, or Change Management modules. * CBAP, PMI-PBA, or equivalent business analysis certification. * Experience supporting POAM management or federal compliance review activities. ## Description The Senior Business Analyst supports the CMDB and Change Control transition by leading cost-benefit assessments, evaluating functional and technical tradeoffs, and producing structured analysis that informs transition decision-making. This role bridges VA Infrastructure Operations (IO) stakeholders and technical delivery teams, ensuring that business requirements are clearly defined and traceable throughout the transition. Location: This position can be performed remotely within the United States and will support Eastern Time working hours. Occasional travel to VA sites as required.
