Considerable knowledge and experience with Software Development Life Cycle (SDLC), systems development, quality assurance, integration, and change management practices. Knowledge of current application technologies and tools, including enterprise platforms, databases, reporting tools, and development frameworks. Ability to analyze data, perform technical computations, maintain records, and prepare clear and accurate reports. Knowledge of effective administration, supervision, and performance management principles for technical staff. Ability to develop strategic plans, organize and prioritize work, and evaluate operational and employee performance. Ability to lead, coordinate, and implement process improvements and adapt to evolving organizational needs, technologies, and policies. Strong interpersonal, negotiation, and communication skills, with the ability to build collaborative relationships across all organizational levels and with the public. Certifications Information Technology Infrastructure Library (ITIL) foundation certification is required within six months of start date. ## Description "Gainesville Regional Utilities (GRU) is seeking an experienced and forward-thinking IT Manager of Applications Development to lead the strategy, development, implementation, and support of enterprise business applications that power critical utility and government operations. This is managerial, advanced technical and administrative work planning, directing, and coordinating the design, programming and implementation of mission-critical, complex and integrated application software used in support of the Utility and General Government functions supervision. The single position allocated to this class reports to a designated supervisor and works under general supervision. Work in this class is distinguished from other classes by its managerial and advanced technical and operational responsibilities., Manages the development and implementation of enterprise, ERP, and web-based computer applications projects. Ensures application development initiatives align with organizational goals, policies, priorities, and key performance indicators (KPIs). Evaluates project proposals, determines business and technical requirements, and assesses feasibility, costs, and return on investment. Develops project plans, establishes schedules and priorities, and manages resources, budgets, milestones, and deliverables. Examples of Work (continued) Oversees and enforces the Software Development Life Cycle (SDLC), programming standards, testing procedures, documentation, and software change management practices.
