The Work You Will Do: TSM&O Manager-Freeways District One Traffic Operations The TSM&O-Freeways Manager oversees daily freeway operations in District 1 by providing technical leadership, supervision, and direction to Operations and Traffic Management Center (TMC) staff; coordinating real-time monitoring of freeway conditions; ensuring timely response to incidents; and maintaining close communication with consultants, contractors, and partner agencies to support safe and efficient traffic operations. The role includes assigning and reviewing work, contract management, and ensuring staff receive proper training, while also overseeing the implementation of operational strategies, adherence to statewide and district policies, and proper execution of programs such as Traffic Incident Management (TIM), Road Rangers, traveler information systems (FL511), and freeway ITS infrastructure maintenance. The manager regularly engages in meetings, reviews project and operational documents, and provides strategic input to support continuous improvement of FDOT's Transportation Systems Management & Operations program. Where You Will Work: Florida Department of Transportation 10041 Daniels Parkway Fort Myers, FL 33913 Annual Salary Range: $118,000.22 Your Specific Responsibilities: Spends the majority of their time supervising, communicating with, motivating, training, and evaluating employees, and planning and directing employees' work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Direct and supervises staff and provides technical guidance for the District Traffic Operations Office Freeway Management System (FMS) areas. Meet regularly with employees to assign work, establish work objectives and timelines to ensure working objectives are met. Evaluates employees' performance, during established timeframes, throughout the year and at formal review periods. Motivates and trains and/or ensures required training is available for staff. Communicate regularly with direct reports, both individually and in staff meetings. Ensures that all the paperwork required for purchasing pay documents and human resource matters, including performance appraisals, disciplinary actions, filing vacant positions and separations, are completed accurately and processed in a timely manner. Plan, direct, organize, track and manage activities associated with the transportation systems management and operations (TSM&O) master plan and plan updates. Ensure activities of the section are consistent with the underlying principles of the master plan and that any variance from the master plan is well supported and add value to the AMS and FMS infrastructure. Direct and assist with identifying projects for additional infrastructure deployments. Plan for program execution to ensure manpower, equipment, training, and other resources needs are identified. Develop and recommend to the TSM&O Program Engineer organizational changes to meet the growing needs of a complex urban transportation system. Provide liaison with other governmental agencies and the public for coordination of AMS and FMS projects / programs in the region. Organize, track and monitor the identification and use of appropriate, value-added performance measures to maximize the safety operation of the District's roadway infrastructure through TSM&O systems operations. Oversee and monitor the development, enhancement and updates to alternative route diversion plan and their implementation when appropriate. Oversee and monitor the continued deployment and enhancement of incident management techniques with an emphasis on cost effectiveness and community acceptance. Develop and manage consultant contracts and other types of agreements that support AMS / FMS functions and / or relate to performance targets. Includes developing documentation for contract funding, request for proposal (RFP) and related documents, participation on technical review committees (TRC), evaluation of contract work products, consultant evaluation and invoice processing/ approval.
