## Description

The Arizona Department of Economic Security (AZDES) is seeking an experienced Procurement Analyst to support IT Strategy & Projects initiatives. The ideal candidate will have strong experience in IT software procurement, vendor management, contract negotiations, cloud licensing models, RFP/RFQ development, and technology investment analysis., * Manage IT software procurement activities and procurement lifecycle processes

 * Analyze and manage SaaS, PaaS, RaaS, and IaaS licensing models
 * Negotiate contracts, SLAs, renewal terms, pricing, and data sovereignty clauses
 * Develop and evaluate complex RFPs, RFQs, and Statements of Work (SOWs)
 * Manage procurement projects, timelines, stakeholders, and deliverables
 * Conduct Total Cost of Ownership (TCO) and Return on Investment (ROI) analyses
 * Support technology acquisition strategies and vendor selection processes
 * Ensure compliance with procurement standards and cloud procurement frameworks
 * Collaborate with business, technical, legal, and executive stakeholders
