Equivalent combinations of education and experience may be considered as a substitution. ## Description · Leads the delivery of analytical and consultative services across all phases of program execution, including business requirements analysis, software design, system and performance testing, and implementation. · Plans, directs, and coordinates activities in areas such as electronic data processing, information systems, systems analysis, and software development. Reviews and evaluates program resources, including budget and schedule considerations. · Analyzes user needs to define functional requirements and develops solutions for moderately complex to highly complex systems. Applies expertise in information systems architecture, networking, telecommunications, automation, communications protocols, risk management, software development methodologies, lifecycle management, and modeling and simulation. · Performs functional decomposition to identify required tasks, interdependencies, and resource needs.
