This role supports key safety and maintenance programs focused on reducing fatalities and improving roadway operations across the Houston District. You'll use GIS, spatial analysis, and data visualization to turn safety priorities into actionable projects. GIS in the Houston District is not a back-office function. It directly supports public safety, operational efficiency, and data driven decision making. The tools and analysis you develop will help teams understand what is happening on the roadway and deliver better outcomes for the traveling public. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications Experience: 2 years using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis. (Experience can be satisfied by full time or prorated part time equivalent). Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle. GIS Analyst IV: Education: Bachelor's Degree in Geography, Geographic Information Systems or related field. Relevant work experience may be substituted for degree on a year per year basis. Provides technical assistance and support of transportation activities or projects. Work requires contact with governmental agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence., Performs advance geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation related activities or projects. Work requires contact with governmental agencies. Serves as Lead Worker or Project Leader. Issues are rarely referred to the supervisor but are handled at the occurrence., * May serve as a lead worker or project leader. * Collects global positioning system (GPS) data and converts GPS data into GIS datasets. * Conducts mapping research to ensure accurate use of data and resolve conflicting information. * Creates, maintains and updates GIS databases and cartographic products using the ESRI suite of ArcGIS software. * Develops and coordinates training curriculums and/or trains technical staff. * Develops and maintains links between attributes and other databases. * Utilizes ArcGIS Online to create and maintain feature services and web mapping applications. * Generates reports and produces graphic products. * Represents the organization at meetings and other forums. * Performs other job responsibilities as assigned. GIS Analyst IV: Includes all essential duties listed for GIS Analyst III as well as: * Plans and proposes projects to management; creates project plans. * Oversees or manages the identification, gathering and compilation of required geographic and tabular data from various public and private sources. * Oversees or manages the entry and validation of data into the enterprise database management system. * Oversees or manages the creation and production of cartographic map products, web mapping applications, and ArcGIS Online maps and services. * Manages large-scale, established projects. * Collects, prepares, digitizes and codes spatial data into GIS format. * Follows documented workflows, standard operating procedures and best practices to consistently produce high-quality data with minimal errors or corrections. * May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members' career conversations; and approving leave requests to ensure operations coverage. * Performs other job responsibilities as assigned., + GIS data collection + Surveying/mapping methods, materials and publication procedures + GIS/GPS concepts and fundamentals * Considerable knowledge of + Applicable computer programming techniques and languages * Proficient skill: + Leading, assigning, reviewing, and monitoring the work of others + Maintaining effective working relationships with others + Preparing plans, maps and surveys + Communicating technical information effectively + Training professional and technical staff + Developing and giving presentations * Exercise logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals GIS Analyst IV Includes all competencies listed for GIS Analyst III as well as: * Considerable knowledge of: + Coordinate systems and map projections * Proficient skill in: + Planning, directing, coordinating and leading the work of others + Analyzing and organizing business and technical data * Ability to: + Training professional and technical staff Physical Requirements and Working Conditions: GIS Analyst III and IV * Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools * Standing - prolonged periods of time * Talking - expressing or exchanging ideas by spoken words Conditions of Employment: Please click this link to read the standard conditions of employment for all positions: Standard Conditions of Employment (TxDOT) * To be selected for and continue employment in this position, the selected incumbent must maintain the security or integrity of the agency's critical infrastructure and will be subject to regular assessments of criminal history and/or reviewed for connections to foreign adversaries., TxDOT is committed to hiring veterans.
