A degree is not required. However, at least 8+ years of experience, including 1-3 years of supervisory experience applying the outlined knowledge, skills, and abilities in a similar role may be considered. Individuals should have the ability to perform essential functions with or without reasonable accommodation. ## Description + Define software and IT infrastructure requirements for the application software, directs staff. + Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables. + Direct the development and implementation of information technology budgets, and/or related cost recovery methods. + Direct the creation of feasibility studies and time and cost estimates. + Plan and direct the acquisition and use of information technology products, services, and resources to meet the agency's mission, goals, and objectives. + Develop and promulgate information technology policy and procedures. + Manage the establishment of new or revised application systems and programs. + Assign personnel to projects and direct activities. + Establish the major milestones and objectives for assigned projects and staff. + Confer with and advises subordinates on administrative policies and procedures, technical problems, priorities, and methods. + Consult with personnel and management in other information systems sections to coordinate activities and ascertain technology needs. + Prepare activity and progress reports regarding the activities of the applications systems and programming section. + Prepares performance reports, leads feedback processes for peer reviews, code reviews, and design reviews.
