Work will include spatial analysis, map making, and data management work using Microsoft SQL Server, ESRI ArcGIS Online/Portal, ESRI ArcGIS Pro, FME, and other relevant tools and environments. Candidates will work independently and in group work settings. Ideal candidates will enjoy problem solving, collaborative work, and have an interest in working with large traffic data sets. Experience using Statewide Analysis and Reporting System II (STARS II), ESRI Experience Builder, and MS SQL are preferred. Candidates are expected to participate other traffic monitoring team duties and projects as assigned., * Bachelor's Degree in a related discipline. * Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications, * 4 years of experience in cartography, mapping, surveying, or related experience using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis. * Experience can be satisfied by full time or prorated part time equivalent. * Related graduate level education may be substituted for experience on a year per year basis., Valid driver's license. This position requires driving a state vehicle., * 5 YEARS cartography, mapping, surveying, or related experience , using ESRI products in cartographic production, GIS or GPS analysis * Experience can be satisfied by full time or prorated part time equivalent. * Related graduate level education may be substituted for experience on a year per year basis., Experience with STARS II, ArcGIS, SQL, Python, FME, is preferred. ## Description Performs advance geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation planning projects. Work requires contact with governmental agencies. May serve as a Project Lead or Lead Worker. Employees at this level establish their own work plan and priorities to meet set objective. Issues are rarely referred to the supervisor but are handled at the occurrence. GIS Analyst V: Performs highly advanced geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation planning projects. Work requires contact with governmental agencies. May serve as a Lead Worker. Essential Duties: GIS Analyst IV: * Utilizes ArcGIS Online to create and maintain feature services and web mapping applications * Reviews geographic data from various sources, including other state agencies, aerial imagery, existing maps, and databases * Creates, maintains and updates GIS databases and cartographic products using the ESRI suite of ArcGIS software * Generates reports and produces graphic products * Develops and maintains links between attributes and other databases * Follows documented workflows, standard operating procedures and best practices to consistently produce high-quality data with minimal errors or corrections * Researches new software and/or techniques for improving performance or processes * Develops custom tools and applications using Python, HTML/JavaScript/CSS, SQL and/or other coding languages * Oversees or manages the identification, gathering and compilation of required geographic and tabular data from various public and private sources * Plans and proposes projects to management; creates project plans * Performs other job responsibilities as assigned, GIS Analyst IV and V: * Program/project planning, development, and management methodologies * GIS/GPS concepts and fundamentals * Cartography * Coordinate systems and map projections * Applicable computer programming techniques and languages * Applicable computer software applications and hardware * Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions * Communicating technical information effectively * Maintaining effective working relationships with others Physical Requirements and Working Conditions: * Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools * Sitting - prolonged periods of time * Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand * Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading Conditions of Employment: Please read the Standard Conditions of Employment (TxDOT) for all positions. * To be selected for and continue employment in this position, the selected incumbent must maintain the security or integrity of the agency's critical infrastructure and will be subject to regular assessments of criminal history and/or reviewed for connections to foreign adversaries., TxDOT is committed to hiring veterans.
