 * If they have advanced knowledge of application security vulnerabilities, they could be an initital reviewer

## Description

* Provide an initial review of all IT50.06, S09, and S02 variances to ensure they are following standard response formats.
 * Communicate with app teams to assist with variance creation and revision.
 * Contact Initial Reviewer for the final initial review when all fields are in the correct format.
 * If sufficient experience, the person could complete the initial reviews.
 * Could potentially also handle creation of Exception Rules in ServiceNow for Container Vulnerability Response and Application Vulnerability Response.
