Job description

The California Department of Insurance (CDI) is seeking a dynamic Chief, Application Development & Maintenance Bureau with experience supporting production operations for enterprise-level applications, managing and prioritize workloads across multiple teams with competing operational demands, and leading department-wide or multi-branch IT initiatives, including system upgrades, migrations, and modernization efforts.

Under the administrative direction of the Chief Information Officer (CIO) in the Information Technology Division (ITD), the Information Technology Manager II serves as the Bureau Chief for the Application Development & Maintenance (ADAM) Bureau. The ADAM Bureau Chief oversees all application development, maintenance, and release management activities and processes for IT applications that support the Department's business needs. The IT Manager II supervises four IT Manager I-level Unit Chiefs and provides leadership to a team of at least 30 ITD staff. This role also plays a key part in developing, implementing, and maintaining the Department's strategic and tactical IT plans, as well as supporting the Department's artificial intelligence and data analytics efforts.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. The salary range(s) included on this job posting do not reflect the reduction in pay. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.

  • Some travel is required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.). Travel will/may include overnight stay.
  • Overtime may be required., 1. Describe your experience leading application development teams responsible for development, testing, implementation, and production support. Include your experience with Agile, iterative, or hybrid delivery approaches, and explain how you have used standards, metrics, or process improvements to enhance quality and delivery effectiveness.
  1. Describe your experience managing budgets, workload priorities, staffing plans, and technology projects or portfolios. Include how you have worked with governance bodies, executive leadership, or project management offices to support planning, approvals, financial forecasting, and the successful delivery of technology services.

  2. Describe your leadership approach and provide examples that demonstrate your ability to build, organize, and motivate teams. Include how you effectively engage with individuals, vendors, and cross-functional groups.

  3. Describe your experience with artificial intelligence and data analytics implementations.

  4. Describe your experience with cybersecurity testing, assessments, and efforts to reduce risks to departmental IT application systems.

Requirements

  • Ability to transport documents and/or equipment up to 15-20 lbs., i.e. laptop computer, files, reference manuals, solicitation documents, etc., In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience managing or supporting production operations for enterprise-level applications.
  • Proven ability to plan, manage, and prioritize workloads across multiple teams with competing operational demands.
  • Experience leading or participating in department-wide or multi-branch IT initiatives, including system upgrades, migrations, and modernization efforts.
  • Strong written and verbal communication skills, including the ability to prepare executive-level reports and present technical information to non-technical stakeholders.
  • Demonstrated ability to build and maintain effective partnerships with business stakeholders, IT leadership, and external vendors.
  • Highly self-motivated and directed, with the ability to drive projects, resolve issues independently, and manage tasks through completion.
  • Demonstrated commitment to customer service.
  • Ability to conduct research on project and portfolio management issues and products as needed.
  • Team-oriented and skilled at working in a collaborative environment.
  • Experience with artificial intelligence and data analytics implementations.
  • Experience in migrating on prem applications to the cloud environment.

  • Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
