Region 8 Field Operations Supervisor (Senior Public Service Administrator, Opt.8N)

The Illinois Department of Public Health is seeking a highly motivated, detailed oriented individual to serve as Field Operations Supervisor. This individual will administer and manage all field operations within the region, including licensure, federal and complaint surveys of long-term care facilities. The Field Operations Supervisor is responsible for preparing and reviewing performance data, as well as developing performance improvement strategies which may include managing staffing levels and training needs. This individual will serve as supervisor., * Administers the implementation of the state licensure and federal certification survey process for long term care facilities within Region 8.

• Directs, coordinates, and reviews the long-term care activities of the field supervisors ensuring that policies and procedures are consistent across work units and are aligned with the directives of the Division Chief and the Assistant Division Chief.
• Serves as full-line supervisor.
• Serves as the Department liaison with the long-term care provider industry, the public, other state agencies and federal officials regarding survey activities.
• Develops and implements policy and procedures for field operation.
• Meets and discusses the long-term care survey process with internal and external stakeholders.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above., Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Public Health's discretion.

• Requires knowledge, skills, and mental development equivalent to completion of four (4) years of college.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in Public Health related programs.
• Requires licensure as a Registered Nurse in the State of Illinois.

Preferred Qualifications

• Four (4) or more years of management/supervisory experience in healthcare facilities.
• Certified by the Centers for Medicare & Medicaid as having passed the Surveyor Minimum Qualifications Test (SMQT).
• Master's degree or higher in nursing or health care related degree.
• Four (4) or more years experience of state and federal regulations related to health care facilities.
• Four (4) or more years of experience in preparing and education or informational material.
• Four (4) or more years' experience developing, reviewing, revising and implementing policies and procedures.
• Four (4) or more years of experience Word, Excel, PowerPoint and/or Smartsheet.

Conditions of Employment

• Requires ability to travel in the performance of duties.
• Requires appropriate, valid driver's license.
• Requires ability to meet all agency vaccine/health-related polices and guidance.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
