Job description

The IT Auditor is responsible for IT Audit reporting requirements related to all aspects of the Project implementation, including all related systems/sub- systems/interfaces. Related systems include but are not limited to; systems decommissioned because of implementation, systems requiring API or interface with the Solution, and all ancillary minor systems that interact with the Solution., * Conducts IT Audit Reviews which include:

  • Coordinating and leading implementation related IT audit and advisory engagements, determining risks, and evaluating the control environment
  • Developing audit objectives and scope, developing IT audit procedures (subject to State and Federal requirements, and client approval)
  • Performing tests of controls in accordance with professional standards, legislative requirements, and policies and procedures.
  • Compiles and writes detailed workpaper documentation of audit work performed, including conclusions, findings, and recommendations.
  • Drafts the internal audit reports and responds to and provides adequate resolution to questions or issues generated during the workpaper review process until concurrence is received from the CIA and/or State and Federal regulators.
  • Provides technical assistance/consulting to client regarding IT auditing on the implementation, and new system developments as requested.
  • Provides on-going audit monitoring.
  • Obtains documentation to be given to external auditors of the agency (Office of the Auditor General, federal auditors, state auditors) related to the implementation.
  • Prepares agenda, information to be presented, and leads meetings discussing audit processes and findings, including entrance and exit conferences.
  • Performs follow-up on audit findings, and or requests for action or information to determine status of corrective actions taken.
  • Performs post implementation audit review, develops the report, and determines if:
  • The documentation of the data map between old and new system is sufficiently detailed, Pre-conversion data cleanup requirements were met based on impact analysis and data mapping,
  • Report progress at agreed upon intervals.
  • On an on-going basis, utilize the implementation audit activities and artifacts created and submitted, provides training to audit staff, establishing IT audit best practices and standardization aiding and enabling client to assume future IT audits and achieve self-sufficiency.

Requirements

  • Bachelor's Degree in Information Technology, Accounting, or Business
  • CISA or CFE certification REQUIRED
  • Documented knowledge and experience working on government IT projects, preferably Health and Human Services (HHS) domain.
  • Experience with State & Federal IT Auditing compliance requirements
  • Documented knowledge and experience of IT Auditing, or IT Implementation risk and control concepts and internal audit requirements.
  • Audit of Microsoft environments and technology stacks
  • Experience with agile design/development approaches
  • Strong data analysis skills
  • Excellent verbal and writing skills
  • Proficiency in Microsoft programs such as Access, Word, Excel, PowerPoint, and Project
  • Ability to be travel as required during the Project implementation

Preferred

  • Master's Degree in Information Technology, Accounting, or Business
  • IT audit experience with a state or federal government agency
  • 5 years or more of related experience
  • Knowledge and/or experience with Child Welfare systems
  • Related certification(s), * Experience working on government (state or federal) IT projects?

  • Bachelor's (Required)

  • IT auditing: 5 years (Required)

License/Certification:

  • CPA, CIA, CISA/CISA or CFE certification? (Required)
