Job description

We are seeking a dynamic and detail-oriented AM&E Data Specialist to join our team and drive excellence in data management, analytics, and governance. This role offers an exciting opportunity to lead cross-functional projects, utilize cutting-edge data tools, and contribute to the organization's success through impactful insights., · Wits Solutions is now accepting applications for Security Cooperation (SC) and Assessment, Monitoring and Evaluations (AM&E) professionals interested in providing support services to DoD Customer under the AM&E Support Services contract.

· The overall objective of this contract is to perform management, planning, programming, and AM&E of SC programs and activities.

· The scope of work performed includes a broad range of support to Customer SC programs and activities.

· This includes managing Significant Security Cooperation Initiatives (SSCI) development and requires expert planning, monitoring and conducting evaluations that are based on standards articulated by the American Evaluation Association and the Development Assistance Committee of the Organization for Economic Cooperation and Development, as required by DoDI 5132.14.

· Requirements also include development of assessment criteria, assessment reports, initiative design documents (IDDs), and monitoring or modification of SC programs or existing SC Plans.

· Wits Solutions requires an AM&E Data Specialist to support our DoD customer AM&E Support Services contract. All work will be performed onsite at MacDill AFB, Tampa, FL. Services require occasional domestic and international travel.

· This position requires a Secret clearance (Top Secret preferred). This is a full-time, funded position.

Responsibilities:

· Bulleted list of responsibilities in order of Priority first

· Conduct specific technical assignments related to partner nation assessments and monitoring plans;

· Support collaboration, adaption, and learning (CLA) activities;

· Design templates and process maps for data collection and analysis;

· Assist in the development of Socium AM&E toolsets to best interface with respective SA programs and SC activities;

· Perform duties as the Socium organization data manager conducting routine quality control measure to ensure standardized AM&E production;

· Assist in planning and coordinating security cooperation SSCI development;

· Apply OSD Policy guidance including ensuring all required planning tools and products are completed, coordinated, and delivered on time;

· Engage with OSD Policy, DSCA, and respective security cooperation stakeholders on AM&E planning, implementation, and issues;

· Support assigned branch operational needs to ensure AM&E mission success;

· Must maintain a Secret clearance;

· Generate information products and materials for use by senior DoD leadership, as directed;

· Provide event and senior leader engagement support, as directed;

· Travel may be required (~10-20%); and

· Comply with all company and client policies and procedures.

· All other duties and/or tasks as assigned on an as-needed basis.

Requirements

· High School Diploma

Required Years of Experience:

· Three (3) years of experience planning, designing and implementing assessment, monitoring and evaluation programs or projects in the security sector for a national organization, an NGO/IGO, the UN, or private industry;

· Two (2) years of experience developing assessment and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods;

· One (1) year of experience supporting Evaluability Assessments, · U.S. Citizen.

· Must maintain a Secret Security Clearance;

· Three (3) years of experience planning, designing and implementing assessment, monitoring and evaluation programs or projects in the security sector for a national organization, an NGO/IGO, the UN, or private industry;

· Two (2) years of experience developing assessment and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods;

· One (1) year of experience supporting Evaluability Assessments;

· Five (5) years of experience collaborating with individuals and organizations responsible for global indexes capturing elements of security sector reform, such as, but not limited to, Global Peace Index, Afro barometer, World Justice Project, Armed Conflict Location and Event Data Project;

· Three (3) years of experience producing written reports and developing platforms to present monitoring data such as dashboards or other updateable graphic presentations of data, and conducting, analyzing, presenting and incorporating program and activity evaluations; and

· Two (2) years of experience coordinating interagency monitoring and evaluation efforts;

· Master's Degree international development, a social science or other AM&E related field; and

· Eligibility for a Top-Secret security clearance.

Physical Requirements:

· Must be able to sit at computer for extended periods of time.

· Must be able to lift at least twenty pounds.
