The City of Lynchburg is seeking a Public Safety Applications Development Analyst II to design, develop, and support technology solutions that power critical operations for the Lynchburg Police Department (LPD). This position works closely with LPD staff to enhance business applications, improve system integrations, and support data-driven decision-making. The ideal candidate has experience with Visual Basic, C#, Microsoft SQL Server, SQL Server Integration Services (SSIS), and SQL Server Reporting Services (SSRS)., ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.
- Works with users to design processes to satisfy their business needs.
- Analyzes public safety procedures and/or problem areas and takes part in feasibility studies for the potential application of information systems.
- Designs complex programming solutions to satisfy customer needs.
- Codes complex new solutions and modifies existing solutions in accordance with design requirements.
- Tests new code to ensure compliance with design specifications and quality standards.
- Participates in the installation, configuration, implementation, operation, and maintenance of purchased software packages.
- Coordinates minor releases to software applications, both in-house software and packaged software.
- Performs data analysis and data migrations.
- Serves as a point of contact with third-party software suppliers for application support and enhancements.
- Develops, documents, and maintains procedures for the efficient operation of application software.
- Meets with user representatives to discuss operational problems, system enhancements, and related existing or potential computerized applications.
- Provides design, development, and implementation of integration and/or interface services between applications and systems., When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions., * A Bachelor's degree with a major in computer science, business management information systems, or a related field and at least two years of related experience performing business analysis and systems support for enterprise and departmental applications or an equivalent combination of education and experience.
- Proficiency in Microsoft Word and Excel.
- Experience with Microsoft Visual Studio, Visual Basic, C#, ASP.NET (Web Forms and MVC), and Microsoft SQL Server is preferred.
- Experience with SharePoint, Power Automate, Power BI, Windows Server Administration, SQL Server Administration, Financial, and Work Management Systems.
Other Qualifications

Ability to effectively present information to individuals and groups.
Mathematical Skills Ability to work with mathematical concepts such as probability and statistical inference.

Reasoning Ability Ability to define problems, collect data, establish facts and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Interpersonal Skills Solid interpersonal and conflict resolution skills to support users and business processes across all City departments.
Ability to work effectively with client users and operational staff.
Additional Requirements
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position., While performing the duties of this job, the employee is regularly required to sit; use hands and fingers to operate a computer keyboard and mouse; and reach with hands and arms. The employee frequently is required to talk and hear. The employee is occasionally required to stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
