Job description

The Business Analyst assists with the implementation of small to large-scale information technology and business process initiatives within a state healthcare and human services agency. This role evaluates agency needs, "as-is" and "to-be" business processes, and technical designs to provide strategic advice on technical and non-technical solutions. Acting as a vital liaison between business programs and the IT organization, the analyst translates high-level business goals into functional specifications, documents data relationships, and supports testing and requirements validation. This is a 12-month hybrid contract position with the possibility of extension, requiring mandatory criminal, credit, and E-Verify background checks., Requirements Elicitation & Documentation

  • Conduct efficient requirements gathering sessions, stakeholder interviews, and facilitated workshops to capture business rules, policies, and regulations.
  • Elicit, mine, and translate high-level business needs into formal functional specifications, Use Cases, and detailed system requirements.
  • Document and analyze data requirements, system relationships, and complex business rules, maintaining them systematically within a central repository.
  • Research and analyze business operations to identify automated process improvement opportunities, assisting in business process redesign.

Systems & Project Liaison

  • Serve as a key liaison between the business program community and the IT organization to deliver technical solutions that meet user needs.
  • Provide ongoing requirements interpretation, guidance, and validation to technical development and quality assurance test teams.
  • Actively participate in requirements management processes, including version control, change control, traceability matrix maintenance, and status reporting.

Risk Management & Stakeholder Collaboration

  • Proactively identify operational risks, technical issues, and action items, recommending effective mitigation strategies and buy-versus-build pathways.
  • Interact professionally with internal and external stakeholders, including software vendors, state and federal government agencies, providers, and program beneficiaries.
  • Manage and track assigned testing efforts across multiple concurrently running technology projects., * 1 or more years of experience supporting government IT projects as a business analyst or in a related capacity.

Requirements

  • 1 or more years of business analysis experience utilizing IBM Cúram software., * 1 or more years of experience eliciting, mining, and documenting business rules, process flows, and policies.
  • 2 or more years of experience working with Medicaid Eligibility programs or other healthcare insurance environments.
  • Demonstrated knowledge of formal business process documentation methodologies and standards.
  • Bachelor's degree in a technical, business, or healthcare-related field.
  • Ability to successfully pass mandatory state-level background screenings, including criminal, credit, and E-Verify checks., * Understanding of business modeling techniques, including the use of graphical process flow software.
  • Experience mining laws, regulations, and public policy documents to extract system requirements.
  • Prior experience testing software systems or working with multi-tenant healthcare platforms.
