Job description

As an IT Advanced Project Manager, you will project manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services . Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and software applications. You will ensure quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices.

This position requires an employee to work onsite at St. Paul at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework eligibility depends on residence:

  • Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (IA, ND, SD, WI) may telework up to 50%.
  • Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
  • Candidates living 50 miles or more from the worksite in a bordering state are not eligible for hire unless relocating within 50 miles., It is the policy of Minnesota IT Services that a successful candidate must pass all legally required checks prior to employment which may consist of the following:

Requirements

This position requires a minimum of four (4) years of experience in performing IT project management functions., * Demonstrated achievements in IT project management, including project integration, scope, schedule, budget, quality, communications, risk, and procurement management. This should include managing all aspects of the design, development and implementation of IT projects.

  • Demonstrated experience in contemporary information technology, including voice, data, and video telecommunications, software development, SDLC methodologies, and security practices. Deep expertise in at least 3-5 contemporary technologies relevant to IT project management
  • Demonstrated success driving IT project deployments from inception to launch, skillfully tailoring change management and communication strategies for both internal teams and large, public-facing external audiences. Strong analytical skills for problem solving, creativity, and innovation. Ability to independently identify, analyze, diagnose, and resolve complex issues in a complex IT environment.
  • Proven ability to lead diverse cross-functional hybrid teams, resolve interpersonal conflict, motivate and develop team members, and influence stakeholders. Experience working independently and organizing work to achieve project objectives within prescribed constraints.
  • Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months., * Project Management Professional (PMP) Certification, Certified Scrum Master (CSM), PMI Agile Certified Practitioner (PMI-ACP) or other project management certification.

  • Experience with delivering custom developed systems, Custom Off the Shelf (COTS) solutions and Software as a Service (SaaS) solution for the business.
  • Ability to ensure quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices.
  • Knowledge of service creation, feasibility analysis, beta testing, statewide rollouts, and working with large user communities. Experience introducing new technologies or services at scale is preferred.
  • Understanding of business continuation planning, impact analysis, and modern security practices (authentication, authorization, encryption, filtering, etc.).
  • Experience working in government or public-sector technology environments.
  • Experience leading IT projects and teams in an Agile environment.
