Job description

The Senior Project Manager provides advanced project management support for complex, enterprise-level technology and business transformation initiatives within a state public safety agency. This role is responsible for planning, directing, and coordinating project activities across cross-functional teams, ensuring successful delivery by maintaining tight alignment with agency objectives, governance standards, and state procurement frameworks. Operating under a hybrid model, the project manager oversees end-to-end project lifecycles, managing scopes, budgets, resource plans, risks, and stakeholder communications., Project Planning & Strategy

  • Develop, maintain, and execute comprehensive project plans containing detailed scope, schedules, resource allocations, risk mitigation, and communication components.
  • Define clear project objectives, deliverables, milestones, and success criteria in close collaboration with technical and business stakeholders.
  • Establish and maintain complex project budgets, resource plans, and critical path timelines to track progress against milestones.

Cross-Functional Execution & Vendor Management

  • Coordinate cross-functional technical teams, business units, and external contractors to ensure alignment and timely execution of project activities.
  • Monitor vendor performance, deliverable quality, and contractual adherence when external contractors are involved.
  • Drive project closure activities, including final reporting, formal deliverable acceptance, and lessons learned documentation.

Risk Mitigation & Change Control

  • Monitor overall project performance, trace progress, and ensure timely escalation, mitigation, and resolution of system risks and issues.
  • Manage project scope changes through formal, structured change control processes and ensure compliance with organizational governance.

Governance, Compliance, & Stakeholder Engagement

  • Facilitate robust stakeholder engagement, regular team meetings, and executive-level status reporting to ensure operational transparency.
  • Ensure strict adherence to organizational policies, state procurement requirements, and enterprise contract frameworks.
  • Maintain, audit, and organize all project documentation and administrative records throughout the development lifecycle.

Requirements

  • 8 or more years of experience managing large-scale, complex IT or business transformation projects within highly structured environments.
  • 8 or more years of comprehensive knowledge and application of project management methodologies (such as PMI/PMBOK, Agile, and Hybrid frameworks).
  • 8 or more years of experience developing, monitoring, and maintaining detailed project schedules, budgets, and resource plans.
  • 8 or more years of experience managing and aligning multiple stakeholders across technical and business units.
  • 8 or more years of experience executing risk management, issue tracking, and formal change control processes.
  • 8 or more years of experience delivering strong written and verbal communications, including drafting executive-level status reports.
  • 8 or more years of experience utilizing enterprise project management tools (including MS Project, Smartsheet, Jira, or similar software).
  • 8 or more years of experience ensuring compliance with organizational governance, administrative policies, and procurement guidelines., * 1 or more years of experience working in public sector or state government environments, preferably within public safety or law enforcement agencies.
  • 1 or more years of experience managing technical projects under state procurement frameworks.
  • 1 or more years of experience managing IT system implementations, data systems, or enterprise software applications.
  • Possession of a Project Management Professional (PMP) certification or equivalent professional credential., * Exceptional technical leadership and stakeholder management capabilities to unite diverse cross-functional teams.
  • Highly structured approach to managing complex project tasks, tracking dependencies, and identifying system blocks.
  • Excellent verbal and written communication skills to deliver status reports and presentations to executive leadership.
  • Highly organized with a self-motivated approach to executing projects within state governance models.
