Job description

  • Provides excellent customer service to both internal and external customers

  • Documents work order requests and resolutions

  • Maintains confidentiality and security with regard to data access

  • Keeps pace with Water Services SCADA, Electrical and IT trends through training, periodicals and experimentation in a test environment

  • Attends seminars, trainings and educational opportunities to keep updated on modern procedures, industry standards and equipment, including both hardware, software, and electrical

  • Provides knowledge and assistance to engineers, plant operators and contractors

  • Undertakes discipline specific Water Services Geographic Information System (GIS) user need studies

  • Assists in designing, developing, maintaining, documenting, and implementing discipline specific applications and databases

  • Assists in manipulating Water Services GIS data to create informational reports to meet discipline specific needs

  • Adds, updates, deletes, and imports/exports data in a versioned environment within the Water Services' Enterprise Geodatabases.

  • Assists in the maintenance of enterprise Water Services GIS data and applications

  • Participates in ongoing maintenance and development of the Water Services GIS database utilizing Coordinate Geometry (COGO), heads up digitizing, geodatabase data modeling and scripting

  • Responsible for adding, deleting, and updating features in Water Services' GIS databases as conditions change on the ground

  • Communicates with Water Services Sections regarding updates to Water Services' GIS layers

  • Performs research of county and city records for pertinent data that needs to be entered into the city's Water Services GIS

  • Participates in quality control checks of the database to determine data accuracy levels

  • Create content in various formats, including PDF maps and utilizing the entire Esri suite of tools such as Web Maps, Survey 123, Dashboards, Field Maps, Experience Builder, etc. to present complex GIS data in simple, easy to understand formats

  • Supports Water Services' GIS systems and users within the Division by troubleshooting system problems, installation, configuration, documentation, and training

  • Manages small GIS projects as assigned
  • Participates in filling map and digital data requests from all Water Services sections, Water Services consultants and the public
  • Provides GIS products and solutions in response to customer requests
  • Participates in GIS project requests and development from all Water Services sections
  • Creates technical documentation of GIS procedures and metadata of Water Services GIS datasets
  • Performs analysis on geographic, raster and tabular data (with ESRI ArcGIS and other software)
  • Assists the Digital Asset Program Manager with coordinating the annual technology replacement cycle including installation and decommission of hardware/software
  • Assists in the educating and promotion of GIS to current and potential Water Services personnel.
  • Performs advanced spatial analysis and data processing for Water Services' staff
  • Trains Water Services staff on GIS related applications and tools including Desktop GIS, Web GIS, and mobile data collection/tracking
  • Assists with Water Services' GIS data migration to Utility Network
  • Applies best practices in map authoring to ensure efficient, scalable, and user-friendly map and feature services
  • Participates in performing data conversion
  • Performs field verification through the use of apps and GNSS receivers
  • Participates in construction walk-throughs to field collect exposed underground utilities in GIS/GPS applications
  • Drives to active construction sites to field collect/verify exposed underground utilities in GIS using ESRI Field Maps and external GNSS receivers such as EOS Arrow and Bad Elf
  • Assists operators with technical GIS issues in the office and in the field
  • Assists the Digital Asset Program Manager with installing, configuring, and monitoring IIOT (Industrial Internet of Things) field devices in the water distribution, wastewater collection, and reclaimed distribution systems
  • Assists the Digital Asset Program Manager with maintaining and monitoring the Computerized Maintenance Management Software (CMMS)
  • Assists in creating and assigning tag naming conventions for Water Services assets for cross-platform integrations such as GIS, CMMS, IIOT, Citect SCADA, and more
  • Other duties as assigned

Requirements

  • Two (2) year degree in a related field or trade school certificate
  • Two (2) years of related on-the-job experience
  • Valid driver's license
  • Any combination of relevant education and relevant experience may be substituted on a year-for-year basis. Minimum requirements such as driver's license, and certifications may not be substituted and are required at time of hire., * Experience working in a Microsoft Windows and Office environment
  • Direct experience with Esri ArcGIS Sever Enterprise Software including ArcGIS Pro, ArcCatalog, Portal for ArcGIS and/or ArcGIS Online
  • Knowledge of Computerized Maintenance Management Software (CMMS) such as Cityworks
  • Basic scripting or programming experience (Python, Arcade, SQL, XML and/or HTML)
  • Ability to read a variety of reports, handbooks, maps, plans, plats, drawings, etc.
  • Experience with BlueBeam or similar software
  • Ability to organize and prioritize multiple projects and deadlines
  • Operational knowledge of all or some of the following systems: water distribution, sanitary sewer collections systems, stormwater open and closed systems, water production and/or reclamation facilities within an ESRI Enterprise GIS geodatabase
  • Knowledge of Trimble and ESRI GPS data collection technology and techniques

OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona driver's license
  • Regular attendance is an essential function of this job to ensure continuity
