IT Functional Analyst

On behalf of our client operating in the public sector, we are looking for an IT Functional Analyst (5+ years of experience) who can translate complex policy and operational requirements into robust, secure, and sustainable technical solutions, ensuring that digital services remain reliable, accessible, and sustainable for every user who benefits from our client's services., * Translate functional and policy requirements into clear and actionable technical designs (process flows, data models, interfaces, non-functional requirements).

• Justify technical choices by taking into account performance, scalability, security (security-by-design), governance, privacy protection and public accountability.

• Advise stakeholders (business users, management) in a clear and convincing manner.

• Provide guidance and clarity to development teams during implementation.

• Draft unambiguous, testable technical specifications that are understandable to developers and stakeholders.

• Document complex logic (conditional branches, decision trees) to guide implementation and testing.

• Define and support integration, regression and end-to-end testing in a pipeline environment.

• Assess the impact of changes (scope, planning, architecture) during a sprint and align with the Product Owner and the team.

• Analyse deployment challenges on Kubernetes (OpenShift/TKGI) with Nginx, incorporating environment separation (DEV/TEST/PROD), configuration management, secrets, logging/monitoring and governance.

• At least 5 years of experience as an IT Functional Analyst in complex enterprise environments (public sector experience is an asset).
• Strong expertise in requirements analysis, UML modelling, business process analysis and writing clear functional and technical specifications.
• Hands-on experience with Jira and Confluence, and the ability to collaborate effectively with UX designers, developers and business stakeholders throughout the project lifecycle.
• Good understanding of application integration, APIs, security principles and testing methodologies in Agile environments.
• Excellent analytical and communication skills, with the ability to work effectively in a multilingual environment (Dutch/French) and in English.
