Analyzes functional business applications and design specifications for functional activities.

Develops block diagrams and logic flow charts.

Translates detailed design into computer software.

Tests, debugs, and refines the computer software to produce the required product.

Prepares required documentation, including both program-level and user-level documentation.

Enhances software to reduce operating time or improve efficiency.

Provides technical direction to programmers to ensure program deadlines are met.

Software Development Life Cycle (SDLC) including Azure DevOps, and Scaled Agile Framework (SAFe) product management principles should be used to develop and deploy capabilities.

Designs, develops, and maintains database solutions to support application functionality and performance.

Creates and manages database schemas, tables, indexes, and stored procedures.

Writes and optimizes complex SQL queries to support business and system requirements.
-
Applies working knowledge of PL/SQL (Procedural Language/Structured Query Language) to support database development, stored procedures, functions, packages, triggers, and application data requirements.

Implements database performance tuning, monitoring, and troubleshooting.
-
Ensures data integrity, security, backup, and recovery processes are properly implemented and maintained.

Works with relational (e.g., SQL Server, Oracle, PostgreSQL) and/or NoSQL database technologies in both on-premises and cloud environments.

Supports data migration, integration, and ETL processes as needed.

Designs, deploys, and manages cloud-based database solutions. (AWS)

Implements and maintains cloud database services such as Azure SQL Database, Azure Cosmos DB, AWS RDS, and DynamoDB.

Applies cloud-native best practices for scalability, high availability, disaster recovery, and cost optimization.

Monitors database performance and security in cloud environments using platform-native and third-party tools.
-
Ensures compliance with DoD security requirements and standards within cloud-hosted database environments (e.g., FedRAMP, NIST 800-53).
Requirements

BACHELOR'S DEGREE PREFERRED
-
Level I: 1-2 years of relevant application programming, database development, SQL, PL/SQL, or related technical experience.

Level II: 3-6 years of relevant application programming, database development, SQL, PL/SQL, or related technical experience.
-
Demonstrated experience with database design, development, and administration.
-
Working knowledge of Oracle database environments required; expert-level Oracle experience is not required.
-
Hands-on experience with cloud database platforms and services (e.g., Azure SQL, AWS RDS, Google Cloud SQL, NoSQL cloud databases).
-
Experience implementing secure, scalable, and highly available cloud database architectures.
-
Familiarity with data modeling, performance tuning, indexing strategies, and database security best practices.

Experience working in DoD or federal cloud environments (e.g., Azure Government, AWS GovCloud) preferred
SECURITY REQUIREMENTS:
- Active DoD Secret clearance required; Top Secret clearance preferred.
- Must be eligible to obtain and maintain a higher-level clearance if required.
- U.S. Citizenship is required to meet federal government security requirements.
