You'll draft acquisition and program documentation, including Task Technical Orders (TTOs), Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies. This position involves preparing presentations and reporting analysis findings to provide leadership with clear insights into program and portfolio performance while supporting informed decision-making.

  • Must be capable of supporting GPMs in executing programs within approved cost, schedule, and performance baselines by utilizing program management tools such as Plan-It and Microsoft Excel to plan, document, execute, and report program activities, including current fiscal year and Future Years Defense Program (FYDP) spend plans.
  • Must have the ability to attend contract reviews, assist with cost estimating and monitoring program and initiative outcomes, advise on the preparation and tailoring of NSA financial execution reports and acquisition documentation, ensure affordable, supportable, and effective program requirements, and analyze, track, and report unfunded program requirements in accordance with PEO policies and processes.
  • Must possess the ability to prepare point papers, briefing charts, spreadsheets, presentations, and other decision-support materials, perform advanced data analysis using Microsoft Excel (including pivot tables, slicers, and pivot charts), and prepare and deliver presentations supporting program and initiative status reviews.
  • Must be capable of creating recurring program management reports, including bi-weekly funding execution reports, cost estimating reports, budget versus projected cost analyses, areas of concern reports, contract funding and period of performance reports, burn rate analyses, contractor CDRL deliverable tracking, staffing reports with historical trends, projected staffing, vacancy status, attrition metrics, and readiness schedules documenting contract actions and required acquisition documents.
  • Must have the ability to assist Government Program Managers (GPMs) and initiative leads with resource planning and tracking while monitoring program execution, supporting contract actions and ARB baselining activities, tracking documentation status against baseline schedules, and providing comprehensive reporting to support informed Government decision-making.
  • Must have twelve (12) years of demonstrated combined experience in DoD/Intelligence Community (IC) program management, contract management, and/or financial management, or fifteen (15) years of directly related experience with a PMP, Certified Federal Contracts Manager (CFCM), or DAWIA Level III certification, or eighteen (18) years of directly related experience in lieu of both a Bachelor's degree and certification.
  • Must have a Bachelor's degree with a business or technical focus, intermediate proficiency with Microsoft Excel including demonstrated use of pivot tables, slicers, and pivot charts, and familiarity with Plan-It is preferred.
