Job description

Revolve Solutions, LLC is seeking an IT Portfolio Manager / Deputy Program Manager to serve as the day-to-day operational lead for a federal IT portfolio and project management support contract with HRSA HAB. This role will oversee portfolio governance activities, coordinate directly with government stakeholders, prepare executive briefing materials, and lead recurring contract coordination meetings. The ideal candidate has deep experience in federal IT governance, CPIC/FITARA alignment, incident response coordination, and managing cross-functional teams in a client-facing environment.

What You'll Do

  • Lead day-to-day contract operations for IT portfolio management support, ensuring work is organized, on schedule, and aligned with client priorities.

  • Oversee portfolio assessment, governance planning, and implementation activities that help improve visibility, prioritization, and decision-making across IT investments.

  • Support CPIC, FITARA, and related federal IT governance requirements by coordinating inputs, documentation, and stakeholder review activities.

  • Prepare executive-ready governance briefing materials, status updates, and recommendations for senior government stakeholders.

  • Facilitate recurring client and team meetings, ensuring agendas, decisions, action items, and follow-ups are clearly documented and tracked.

  • Coordinate incident response activities for security or privacy events, including rapid escalation, documentation, and communication with the appropriate government contacts.

  • Manage and coordinate cross-functional staff supporting analytics, automation, reporting, records management, accessibility, and project coordination activities.

  • Support the Program Director with annual reviews, performance discussions, issue escalation, and overall client relationship management.

Requirements

  • Bachelor's degree in Information Technology, Business Administration, or Public Administration

  • 8-10+ years of federal IT governance and portfolio management experience, ideally within HHS or federal health environments

  • Project Management Professional (PMP) certification required

  • Demonstrated familiarity with HRSA Enterprise Performance Life Cycle (EPLC) processes

Preferred Qualifications

  • Master's degree in IT, Business, or Public Administration

  • Portfolio Management Professional (PfMP) certification

  • ITIL v4 Foundation or higher certification

  • Experience with OMB A-11 capital planning and federal CPIC processes

Skills We're Looking For

  • Expert knowledge of federal IT portfolio management frameworks and FITARA requirements

  • Strong written and verbal communication skills for executive briefings and governance boards

  • Proven incident response coordination and rapid escalation capabilities

  • Proficiency with Microsoft 365 collaboration tools and SharePoint Online

Clearance / Suitability Requirement

Must be able to obtain and maintain Public Trust / HHS Suitability clearance. Position is suitable for federal work performed off-site using government-furnished laptops., * Do you have experience with CPIC/FITARA?

Pay: $148,000.00 - $155,000.00 per year, * 401(k)
