Job description

Under the overall supervision of the Global Displacement Tracking Matrix (DTM) Coordinator and the direct supervision of the Senior DTM Coordination Officer, the Associate Data Engineer will be responsible and accountable for supporting analysis of disaggregated data sets by sex, age, and nationality as per donor need.

RESPONSIBILITIES 1.Provide assistance to the development of data integration, visualization, and analysis employing the most relevant statistical software, working closely with DTM Global and the DTM field team on technical systems (including the centralized code repository, data collection, sharing, and integration) for the purpose of obtaining relevant datasets that may be used by at least three African countries.

  1. Contribute to the collection, sharing, and analysis of quantitative and qualitative migration data through DTM data, censuses, household surveys, and administrative data sources.

  2. In collaboration with DTM Global and the IOM Migration Data Lab, support the development and implementation of a data coherence and accessibility framework. Make sure that datasets are standardized and interoperable for IOM-wide analytics and that data science products contribute to capacity building across Regional Offices (ROs). Coordinate with DTM Global and DTM field teams in at least three African countries on technical requirements to collect, analyze, and responsibly use sex- and gender-disaggregated migration data from both traditional and non-traditional sources, including an emphasis on how to utilize administrative sources.

  3. In coordination with relevant stakeholders like the Expert Group on Refugee, Internally Displaced Persons (IDPs) and Statelessness Statistics (EGRISS), the Data for Solutions to Internal Displacement (DSID) group for the Secretary General's Action Agenda for Internal Displacement, United Nations (UN) agencies, and regional bodies, help initiate and drive efforts to mainstream disaggregated sex and age data into gender-responsive government plans and programmes. This may include assessment of Statistical Analysis Packages (example: https://www.washingtongroup-disability.com/analysis/analysis-overview/).

  4. Support with the preparation of project reports for the donor and with the organization of launch events for DTM publications, as necessary.

Requirements

  • Master's degree in Computer Science, Statistics, Applied Mathematics, Data Management, Information Systems, Information Science, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Advanced experience in Python for data engineering tasks (Extract, Transform, Load (ETL) pipelines, data transformation, automation) is mandatory for this position;
  • Experience with Microsoft Azure cloud services (Azure Data Factory, Azure Blob Storage, Azure Structured Query Language (SQL) Database) is required;
  • Experience with Microsoft Fabric or equivalent cloud data Lakehouse platforms, including familiarity with medallion architecture (bronze/silver/gold layers) for data organization and quality management, is required;
  • Experience in providing data and analytical support related to disaggregated data. Experience with Representational State Transfer Application Programming Interface (REST- API) development and API management platforms (e.g., Microsoft Azure API Management) is an advantage;
  • Experience in designing data integration and pipeline architectures, bringing in data from various sources, such as message queues, databases, or specific APIs, is required;
  • Experience in database programming languages (SQL, etc.), including hands-on experience with relational databases such as MySQL or Microsoft SQL Server; familiarity with cloud database migration projects is an advantage;
  • Experience working with self-service analytics applications like Microsoft PowerBI, Tableau, and others for data discovery is required; and,Experience in delivering big data use cases, including projects using technology such as Apache Spark, or others, is desirable. Experience with Apache Spark within Microsoft Fabric or Azure Synapse Analytics is particularly advantageous.

Skills

  • Demonstrated knowledge of data engineering and data integration systems required;
  • Background in data management, integration, modeling, optimization, and other relevant areas is required; and,Familiarity with the Microsoft data ecosystem-including Azure Data Factory, Microsoft Fabric (Lakehouse, Data Pipelines, Spark Notebooks), and Power BI-is required; experience working within a medallion architecture (bronze, silver, gold layers) is strongly preferred.

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of French and/or Spanish is an advantage.
