The GIS Service Center Manager / Site Supervisor & Application Developer is responsible for managing the day-to-day operations, staff workload, technical activities, and administrative coordination of the CGBGIS Service Center.
This position provides leadership and direction to GIS programmers, production specialists, and technicians while ensuring that GIS products, databases, applications, and operational processes meet established quality, security, design, and scheduling requirements.
The position also supports the design and development of enterprise GIS applications and tools using Esri technologies, including ArcGIS Enterprise, ArcGIS Online, JavaScript APIs, and related GIS development technologies.
Responsibilities
- Manage the daily operations and workload of the CGBGIS Service Center.
- Provide on-site supervision and administrative direction to GIS programmers, production specialists, technicians, and other assigned personnel.
- Schedule, prioritize, and assign GIS tasks based on project requirements, staff capabilities, and established work schedules.
- Coordinate staff activities to support the implementation of Reclamation policies, directives, technical standards, and operating procedures.
- Monitor project progress and adjust staffing or work assignments as necessary.
- Review GIS products and deliverables for accuracy, completeness, adherence to design concepts, compliance with user standards, and timely completion.
- Oversee GIS operational support, production activities, and operator training.
- Supervise the maintenance and updating of enterprise GIS databases.
- Ensure GIS database integrity, availability, security, and appropriate user access in accordance with the CGBGIS Management Plan.
- Coordinate contractor workforce support activities, including payroll, billing, employee benefits, health care programs, human resources, travel, and training.
- Support systems and network administration activities associated with GIS and CAD operations.
- Analyze GIS system requirements and define technical and operational work requirements.
- Design and develop GIS production tools, user-interface tools, and enterprise applications.
- Develop, test, and implement GIS program components supporting mathematical modeling and other specialized system functions.
- Develop enterprise GIS systems and applications using Esri server technologies, JavaScript, APIs, and ArcGIS Online.
- Estimate project costs, staffing requirements, and hardware utilization requirements for GIS tasks.
- Project Service Center workloads and recommend hardware, software, and infrastructure upgrades needed to support future requirements.
- Coordinate with project stakeholders, technical teams, users, and organizational leadership.
- Maintain appropriate documentation for GIS applications, databases, procedures, standards, and operational activities.
Requirements
- Bachelor's degree in Geography, Natural Resources Management, Earth Sciences, Engineering, Computer Science, or a related discipline.Comparable professional experience may be accepted in place of the degree.
- Demonstrated senior-level experience managing GIS operations, technical personnel, production activities, or an enterprise GIS service environment.
- Experience supervising or coordinating the work of GIS programmers, specialists, technicians, or similar technical personnel.
- Experience managing staff workload, task assignments, project schedules, and deliverable quality.
- Experience reviewing GIS maps, databases, applications, and related deliverables for accuracy and adherence to technical standards.
- Experience supporting enterprise GIS database management, maintenance, security, integrity, and user access.
- Experience analyzing GIS system requirements and translating business or user requirements into technical work assignments.
- Experience designing or developing GIS production tools, applications, or user interfaces.
- Experience with Esri enterprise or server-based GIS technologies.
- Experience estimating staffing, hardware, software, or other resource requirements for GIS projects.
- Strong written and verbal communication skills.
- Ability to work effectively with technical staff, project managers, end users, vendors, and organizational leadership.
- Ability to work 100% on-site at the 2800 Cottage Way Federal Building in Sacramento for the duration of the workday.
Preferred Qualifications
- Experience managing an enterprise GIS service center or comparable centralized GIS operation.
- Experience supporting GIS or CAD systems and network administration.
- Experience with ArcGIS Enterprise, ArcGIS Server, ArcGIS Online, and enterprise geodatabases.
- Experience developing GIS applications using JavaScript and Esri APIs.
- Experience developing GIS components that support mathematical models, spatial analysis, or specialized analytical workflows.
- Experience creating GIS production tools and user-facing applications.
- Experience forecasting GIS workloads and planning hardware, software, licensing, and infrastructure upgrades.
- Experience supporting GIS operations within a federal government, natural resources, water resources, land management, engineering, or environmental organization.
- Experience coordinating contractor administrative activities such as payroll, billing, benefits, human resources, travel, and training.
- Knowledge of GIS database governance, access controls, quality assurance, and data-management planning.
- Experience delivering technical training or overseeing operator-training programs.

Pay: $120,000.00 - $150,000.00 per year
