The Program Manager for Infrastructure & Operations (I&O) is responsible for the planning, governance, and execution of a portfolio of enterprise technology initiatives that modernize, stabilize, and enhance the organization's infrastructure and operational capabilities. This role oversees programs spanning cloud services, networking, end-user computing, IT service management, and operational excellence, ensuring initiatives are aligned with business priorities, technology strategy, and operational objectives.
This role leads and develops a team of Project Managers, providing strategic direction, governance, coaching, and escalation support to ensure consistent execution and delivery across the I&O portfolio. In addition to portfolio and people leadership responsibilities, this role directly manages complex, high-impact infrastructure and operations initiatives that are critical to the organization's technology strategy and operational objectives.
How You Will Contribute:
Portfolio & Program Leadership

Own and manage the Infrastructure & Operations project portfolio, ensuring alignment with enterprise strategy, technology roadmaps, operational priorities, and resource capacity.

Lead large-scale programs and transformations, including cloud adoption, data center modernization, network transformation, endpoint management, disaster recovery, operational resilience, and ITSM initiatives.

Partner with leadership to assess portfolio capacity, resource allocation, and delivery priorities across Infrastructure & Operations initiatives

Establish portfolio governance, executive reporting, and decision-making frameworks to monitor progress, risks, budgets, and delivery outcomes.

Monitor portfolio financial performance, including budgets, forecasts, capital expenditures, and operational spending

Drive cross-functional alignment and facilitate escalation resolution to maintain program momentum and achieve strategic objectives.
Leadership of Project Managers

Lead, coach, mentor, and develop a team of Project Managers supporting Infrastructure & Operations initiatives.

Provide direction, guidance, and escalation support to ensure successful project execution and delivery.

Promote consistent application of PMO methodologies, governance practices, reporting standards, and project management disciplines.

Conduct regular portfolio and project reviews to assess performance, resource needs, risks, and dependencies.

Foster a culture of accountability, collaboration, continuous improvement, and delivery of excellence.
Project & Program Delivery

Directly lead complex Infrastructure & Operations projects and programs, including cloud migrations, infrastructure modernization, network transformation, disaster recovery, endpoint management, and ITSM initiatives, through the full project lifecycle.

Define project scope, objectives, success criteria, milestones, budgets, resource requirements, and delivery plans in partnership with business and technology stakeholders.

Develop and maintain project plans, RAID logs, communication plans, executive status reports, and other project governance artifacts for assigned initiatives.

Provide delivery of leadership and oversight for projects managed by other Project Managers, ensuring alignment with portfolio priorities, governance standards, and organizational objectives.

Coordinate cross-functional teams, vendors, and stakeholders to manage dependencies, mitigate risks, resolve issues, and drive successful outcomes.

Evaluate trade-offs between cost, complexity, operational impact, risk, and business value to support effective decision-making.

Ensure initiatives are delivered in accordance with enterprise architecture, security requirements, operational standards, and service-level objectives.
Cross-Functional & Executive Collaboration

Partner with technology, business, finance, security, compliance, and operations leaders to align initiatives with organizational objectives.

Build strong stakeholder relationships and provide clear executive communication regarding portfolio health, risks, decisions, and outcomes.

Support portfolio planning, budgeting, forecasting, and governance activities across Infrastructure & Operations.
Risk, Compliance & Change Management

Identify and mitigate risks related to operational stability, security, compliance, and technology delivery.

Ensure programs adhere to governance standards, change management processes, and operational policies.

Serve as the escalation point for portfolio-level risks, issues, and cross-functional conflicts.

Partner with Security, Compliance, and Audit teams to support regulatory and governance requirements.
Operational Readiness & Transition

Ensure infrastructure solutions are successfully transitioned into operational support through documentation, training, and knowledge transfer.

Validate operational readiness, including support models, monitoring, service management processes, and recovery procedures.

Coordinate transition activities with Engineering, Operations, and Service Desk teams to ensure service continuity and adoption.

Conduct post-implementation reviews and incorporate lessons learned into future initiatives.
Requirements

Bachelor's degree in computer science, information systems, engineering, business, or related field.

8+ years of experience in IT program or portfolio management, including experience leading Infrastructure & Operations initiatives.

Experience managing multiple concurrent projects, programs, or portfolios with cross-functional dependencies.

Experience leading, mentoring, or developing Project Managers and delivery teams.
-
Working knowledge of infrastructure and operations disciplines, including cloud services, networking, compute, storage, endpoint management, IT service management, and operational support models.

Strong leadership, communication, stakeholder management, and organizational skills.

Experience with portfolio governance, executive reporting, budgeting, and resource planning.

Demonstrated ability to manage competing priorities in complex, fast-paced environments.
Preferred
-
Experience leading enterprise infrastructure transformation or modernization programs.
-
PMP, PgMP, PfMP, PMI-ACP, or similar project, program, or portfolio management certification.

ITIL certification or experience working within ITIL-aligned environments.

Experience with Azure, AWS, or hybrid cloud environments.

Experience with portfolio management (PPM) tools and enterprise governance frameworks.

Experience supporting organizations undergoing significant technology or operational transformation.

140,000.00 - 140,000.00 Annual
The pay range provided above is made in good faith and based on our lowest and highest annual salary or hourly rate paid for the role and takes into account years of experience required, geography, and/or budget for the role.
