The Application Developer will assess and modernize a critical public safety application by analyzing an existing VB.NET solution and designing its replacement using modern C#/.NET technologies. Responsibilities include documenting current system architecture, identifying business-critical functionality, eliminating technical debt, and developing a scalable, secure, and maintainable solution. The developer will collaborate closely with Public Safety Applications staff and business stakeholders to validate requirements, evaluate risks, and define implementation strategies. This role requires hands-on development, integration support, technical documentation, architecture planning, and ongoing communication to ensure a successful modernization effort within a mission-critical environment. This role will be hybrid 3 days onsite 2 days remote
Requirements
3-5+ years of professional software development experience using C#/.NET and VB.NET. Strong experience supporting, troubleshooting, and modernizing legacy .NET Framework applications. Proven experience migrating or refactoring legacy applications into modern C#/.NET architectures. Hands-on experience with ASP.NET/.NET Core, dependency injection, modern logging, configuration management, and asynchronous programming. Experience developing web applications utilizing HTML5, JavaScript/jQuery, and related technologies. Experience with SSRS and SSIS development and support. Experience building and supporting API integrations and system interfaces. Experience working with RabbitMQ or similar messaging platforms. Strong understanding of software development best practices, including source control, code reviews, testing, CI/CD, and secure coding principles. Experience documenting existing systems, conducting application assessments, and producing technical design documentation. Ability to analyze legacy code and distinguish business-critical functionality from technical debt. Experience working with sensitive or regulated data and adhering to least-privilege, auditability, and change-management requirements. Strong verbal and written communication skills with the ability to explain technical concepts to both technical and non-technical stakeholders.
Nice to Have Skills & Experience
Experience working within public safety, law enforcement, government, or other mission-critical environments. Working knowledge of Computer-Aided Dispatch (CAD) systems, particularly CentralSquare Technologies. Experience integrating with Raptor API. Experience leading or participating in phased modernization and migration projects while maintaining operational continuity. Experience conducting architecture reviews and recommending modernization strategies for enterprise applications.
