Job description
We are seeking a Program Manager to lead mission-focused technology programs supporting Government customers, cloud applications, digital engineering platforms, data solutions, and decision-support systems.
This role is focused on program execution, stakeholder management, requirements coordination, delivery oversight, customer communication, risk management, team coordination, and technical program leadership. The successful candidate will work directly with Government clients, mission users, technical teams, product teams, systems engineers, software engineers, data teams, QA teams, and leadership to ensure programs are delivered on time, aligned to customer needs, and executed with strong communication and accountability.
The ideal candidate has experience managing complex technical programs, coordinating multidisciplinary teams, working with Government stakeholders, and translating customer priorities into clear delivery plans, milestones, risks, schedules, and execution roadmaps.
This is an onsite position based in Lincoln, Massachusetts and requires regular in-person work, including work at Hanscom Air Force Base.
Key Responsibilities
Program Leadership & Delivery Management
- Lead day-to-day execution of mission-focused technology programs
- Manage program scope, schedule, milestones, deliverables, dependencies, risks, and customer expectations
- Coordinate work across product, engineering, systems, data, QA, UX, and technical leadership teams
- Ensure program activities align with customer priorities, contract requirements, mission objectives, and delivery timelines
- Track progress against program commitments and communicate status clearly to internal and external stakeholders
- Identify delivery risks early and drive mitigation plans through resolution
- Support release planning, technical reviews, customer demonstrations, user acceptance activities, and operational readiness
Customer & Stakeholder Management
- Serve as a primary program-facing contact for Government customers, mission users, and internal leadership
- Lead stakeholder meetings, program reviews, discovery sessions, requirements discussions, and planning workshops
- Build strong working relationships with customer stakeholders, technical teams, and leadership
- Communicate program status, risks, trade-offs, dependencies, and recommendations to technical and non-technical audiences
- Support customer briefings, executive updates, solution walkthroughs, product demonstrations, and technical planning sessions
- Ensure customer needs are understood, documented, prioritized, and translated into actionable delivery plans
Requirements Coordination & Traceability
- Coordinate the capture, documentation, prioritization, and management of customer requirements
- Work with product managers, business analysts, systems engineers, and technical leads to ensure requirements are clear, testable, traceable, and aligned with mission objectives
- Help translate customer needs into use cases, user stories, acceptance criteria, workflows, feature definitions, and implementation priorities
- Track requirements through design, development, testing, deployment, and customer acceptance
- Identify gaps, conflicts, dependencies, or scope changes that may impact program success
- Support change control, requirements refinement, and stakeholder alignment throughout the program lifecycle
Technical Program Execution
- Support delivery of cloud applications, data platforms, APIs, dashboards, workflow tools, digital engineering systems, and decision-support capabilities
- Partner with technical leads to understand architecture decisions, integration risks, data dependencies, security needs, and implementation constraints
- Help bridge customer requirements, product strategy, and engineering execution
- Coordinate across teams to support design reviews, sprint planning, backlog refinement, integration planning, testing, and release readiness
- Ensure technical workstreams remain aligned with program goals and customer expectations
- Support proposal efforts, solution narratives, technical assessments, and customer value propositions as needed
Team Coordination & Leadership
- Lead and coordinate multidisciplinary teams across software, systems engineering, data, QA, product, UX, and cloud application delivery
- Establish clear ownership, priorities, communication rhythms, and accountability across program teams
- Mentor team members on program discipline, stakeholder communication, requirements coordination, and delivery execution
- Improve internal processes for program planning, documentation, reporting, risk management, and customer communication
- Support staffing, resource planning, onboarding, and team coordination as programs scale, Success in this role means becoming a trusted program leader who can align Government customer needs, technical teams, and delivery execution.

Requirements
- U.S. Citizenship required
- Must be capable of obtaining and maintaining a U.S. DoD security clearance within the first year of employment
- Bachelor's degree in Computer Science, Engineering, Systems Engineering, Information Systems, Business, Program Management, or a related field
- 8+ years of experience in program management, project management, technical delivery, product delivery, systems engineering, software delivery, cloud applications, or technical consulting
- Experience managing technical programs involving software, cloud applications, data systems, digital engineering, analytics, or decision-support tools
- Strong experience working directly with customers, stakeholders, technical teams, and senior leadership
- Experience coordinating requirements, delivery plans, schedules, milestones, risks, and cross-functional dependencies
- Strong understanding of software development lifecycles, Agile delivery, technical program execution, application architecture, APIs, data flows, and system integrations
- Ability to translate customer priorities into clear program plans, delivery actions, and stakeholder communications
- Strong verbal, written, presentation, facilitation, and executive communication skills
- Ability to lead workshops, briefings, program reviews, planning sessions, and customer-facing discussions
- Strong organizational skills with the ability to manage competing priorities, stakeholders, teams, requirements, and delivery timelines
- Ability and willingness to work onsite in Lincoln, MA and support work at Hanscom Air Force Base
Preferred Experience
- Active DoD clearance
- Experience working on Government, defense, aerospace, national security, Air Force, or mission-focused technology programs
- Experience managing programs involving AWS, Azure, GovCloud, secure cloud environments, or cloud application delivery
- Experience supporting data platforms, workflow applications, APIs, dashboards, analytics tools, or decision-support systems
- Experience in Agile/Scrum, SAFe, or hybrid technical delivery environments
- Experience with tools such as Jira, Confluence, Azure DevOps, GitHub, Miro, Figma, Visio, Lucidchart, or similar platforms
- Experience with requirements traceability, user acceptance testing, verification and validation, release readiness, or operational deployment
- Familiarity with MBSE, digital engineering, systems architecture, SysML, UML, or architecture modeling concepts
- Experience supporting proposal development, technical assessments, solution planning, or customer value propositions
Additional Beneficial Experience
- PMP, PMI-ACP, SAFe, Scrum Master, Product Owner, or related certification
- Experience with application modernization, cloud migration, DevSecOps, CI/CD, containerized applications, or secure software delivery
- Familiarity with APIs, SQL, Python, JavaScript, XML, XSD, JSON, or data integration concepts
- Experience supporting AI-enabled applications, analytics platforms, knowledge management tools, automation, or data-driven decision-support systems
- Experience preparing program plans, roadmaps, executive briefings, risk registers, status reports, implementation plans, and technical documentation
- Experience mentoring teams or establishing program management best practices
