Job description

This position is located in Juneau. However, this position may be relocated within Alaska with necessary approvals where infrastructure allows. What You Will Be Doing: The primary focus of this mainframe developer position is to act as a systems architect for the Department of Labor and Workforce Development (DOLWD) mission critical Unemployment Insurance (UI) Benefits and (UI) Tax programs. The successful candidate will be responsible for analyzing, configuring, modifying, and maintaining multiple systems across the DOL Enterprise, coding bug fixes and enhancements primarily with Mainframe tools, Broadcom Gen, DB2, COBOL, CICS, SQL Server, tso, xTrace, GuardIEn and Team Foundation Server.

The successful applicant should be completely proficient and control all aspects of the functional responsibilities of design and systems analysis.

The Working Environment You Can Expect: This position is stationed at the Department of Labor & Workforce Development Building in Juneau, Alaska. Requirements

We are interested in candidates who possess some or all of the following position specific competencies:

  • Computer Languages: Knowledge of computer languages and their applications to enable a system to perform specific functions.
  • Requirements Analysis: Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches.
  • Software Development: Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment., Any combination of education and/or experience that provides the applicant with competencies in:
  • Hardware: Knowledge of specifications, uses, and types of computer or computer-related equipment.
  • Infrastructure Design: Knowledge of the architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software.
  • Operating Systems: Knowledge of computer network, desktop, and mainframe operating systems and their applications.
  • Systems Integration: Knowledge of the principles, methods, and procedures for installing, integrating, and optimizing information systems components.
  • Systems Testing and Evaluation: Knowledge of principles, methods, and tools for analyzing and developing systems testing and evaluation procedures and technical characteristics of IT systems, including identifying critical operational issues.

Equivalent to those typically gained by: Training in computer science, information technology, system administration, or a similar field and professional experience in database, network, or system administration.

Special Note: "Competencies" means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

"Typically gained by" means the prevalent, usual method of gaining the competencies expected for entry into the job.

"Training" means the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

"Professional experience" means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.

"Progressively responsible" means indicating growth and/or advancement in complexity, difficulty, or level of responsibility., The State of Alaska (SOA) uses four levels of proficiency to measure and describe an applicant's level of competence in applying certain behaviors, knowledge, skills, and abilities to accomplish a specific task. The four proficiency levels are: Mastery, Fluency, Literacy, and Discovery.
