Job description

The purpose of this position is to manage and oversee the County's business applications environment, including enterprise, departmental, and line-of-business applications; associated system integrations and interfaces; and internally developed or supported applications. The position provides leadership and technical direction for application support, administration, development, integrations, reporting, and related functions and ensures effective lifecycle management of supported systems. The position supervises professional technical staff and works with County departments, vendors, project teams, and other Enterprise Services functions to ensure applications are reliable, secure, supportable, and aligned with established technology standards, architecture, security requirements, and governance., The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff; provides technical and operational guidance; resolves employee concerns and problems; mentors and develops team members; and completes employee performance appraisals.
  • Coordinates and assigns work; establishes priorities and work schedules; monitors work progress and service delivery; and maintains performance, documentation, and technical quality standards.
  • Manages the support, administration, maintenance, configuration, and enhancement of enterprise, departmental, and line-of-business applications used across County departments.
  • Directs application lifecycle activities, including implementations, upgrades, patching, integrations, migrations, modernization, replacement, and retirement of supported systems.
  • Establishes and maintains operational standards and procedures for application configuration, development, integration, testing, deployment, documentation, change management, and support in accordance with Enterprise Services standards and governance.
  • Evaluates application performance, supportability, technical debt, vendor performance, and lifecycle risks and makes recommendations for improvement, modernization, consolidation, or replacement.
  • Partners with County departments and stakeholders to understand operational requirements, evaluate technology needs, and translate business requirements into effective technical solutions.
  • Provides technical oversight and assigns team resources for application implementations, upgrades, integrations, migrations, and other technology initiatives.
  • Collaborates with Infrastructure, Cybersecurity, Network Services, Service Desk, project management, and other Enterprise Services functions to ensure applications operate effectively within the County's technology environment.
  • Oversees application integrations, interfaces, APIs, and data exchanges to promote secure, reliable, maintainable, and appropriately documented solutions.
  • Ensures supported applications adhere to applicable cybersecurity practices, access controls, compliance requirements, documentation standards, change management requirements, and operational standards.
  • Coordinates technical relationships with software vendors and service providers, including support escalations, upgrades, implementation activities, service performance, and product roadmaps.
  • Identifies opportunities for automation, process improvement, application consolidation, and modernization that improve service delivery and reduce unnecessary complexity.
  • Researches application technologies and industry practices and recommends solutions that support County operational needs and established technology direction.
  • Assists in budget development and monitors expenditures associated with supported applications, software licensing, maintenance, professional services, and projects.
  • Performs related work as assigned.

Requirements

  • Bachelor's degree in computer science, information systems, software engineering, or a closely related field; or an equivalent combination of education, training, and experience.
  • Eight years of progressively responsible information technology experience involving business applications, application development, systems integration, systems administration, or related functions, including a minimum of two years of supervisory or technical leadership experience.

Requires experience in several of the following areas:

  • Enterprise, departmental, or line-of-business application administration and support.
  • Microsoft SQL Server or comparable relational database technologies.
  • Systems integration, interfaces, APIs, and data exchange.
  • Application implementations, upgrades, migrations, and lifecycle management.
  • Software development or scripting using C#, .NET, Java, PowerShell, SQL, or comparable technologies.
  • Reporting, data integration, and automation technologies, including SSRS, SSIS, or comparable tools.
  • Application security, access controls, change management, and technical documentation.
  • Business requirements analysis and translation of operational needs into technical solutions., Valid TX Driver's License
