Job description
Under the direction of the Chief Technology Officer for the Ohio Department of Behavioral Health (DBH), the Business Applications Manager:
- Oversees the implementation, optimization, maintenance, and support of Epic applications across the agency.
- Collaborates with cross-functional teams to ensure seamless integration of Epic applications into the agency's enterprise information technology infrastructure.
- Manages, supervises, mentors, and develops a team of Epic Analysts, fostering a collaborative, high-performing work environment that promotes professional growth and accountability.
- Develops and executes strategies to improve team performance, operational efficiency, and successful achievement of project objectives.
- Stays current with Epic enhancements, healthcare technology trends, industry best practices, and emerging technologies to continually improve application performance and service delivery.
- Partners with executive leadership, clinical leaders, operational stakeholders, and business partners to identify business needs and translate requirements into effective Epic solutions.
- Plans, coordinates, manages, and executes Epic-related projects, ensuring timely delivery, budget adherence, quality outcomes, and compliance with agency standards.
- Evaluates project performance, identifies opportunities for process improvement, and implements enhancements to optimize workflows and business operations.
- Serves as the primary liaison with Epic and third-party vendors, establishing strong partnerships to maximize system functionality, technical support, and available resources.
- Leads the design, implementation, optimization, and ongoing management of Epic modules across the agency, ensuring alignment with enterprise technology strategy, clinical operations, regulatory requirements, and organizational objectives.
- Oversees the design and optimization of data flow supporting revenue cycle management, including but not limited to:
- Hospital Billing
- Professional (Provider) Billing
- Prelude
- Health Information Management (HIM)
- Claims Management
- Third-Party System Integrations
- Cogito Financial Reporting
- Ensures Epic application architecture supports interoperability, data integrity, system performance, security, and regulatory compliance.
- Develops and evaluates statewide strategic information technology plans supporting healthcare operations and business applications.
- Prepares statewide information technology reports and participates in the development of statewide information technology policies related to procurement, implementation, governance, and utilization of information technology within state government by researching subject matter, analyzing findings, formulating recommendations, and distributing policy guidance.
- Responds to statewide information technology surveys, inquiries, and reporting requests.
- Confers and collaborates with users, vendors, project teams, and other management personnel to exchange information, resolve complex technical and operational issues, and coordinate agency initiatives.
- Represents the agency at executive meetings, management briefings, vendor sessions, training classes, conferences, and professional seminars while providing expert technical and strategic guidance to executive leadership.

The Ohio Department of Behavioral Health (DBH) is seeking a highly skilled and strategic Business Applications Manager to lead the implementation, optimization, and ongoing support of the agency's Epic application portfolio. This position provides leadership for enterprise healthcare technology initiatives that support clinical, financial, and operational excellence. The ideal candidate possesses extensive Epic application knowledge, strong leadership skills, and the ability to collaborate with executive leadership, business stakeholders, and technical teams to deliver innovative technology solutions that align with agency priorities., 8 1/2 years (102 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting; 18 months exp. in performing project management functions as defined in series purpose.

Or completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; additional 6 1/2 years (78 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.; 18 mos. exp. in performing project management functions as defined in series purpose.

Or 12 mos. exp. as Information Technology Supervisor 3, 64119, or equivalent. Or in offices of statewide information technology policy & planning, positions require completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; 3 yrs. exp. in utilizing word processing software; 3 yrs. exp. in utilizing internet browser(s) for research; 54 mos. exp. which included following: knowledge of information technology architecture components, developing information technology strategic plans, preparing & making presentations/public speaking, writing information technology related policy & procedures, preparing & monitoring budget, providing cost & resources estimates, & contract management; 2 yrs. exp. in utilizing e-mail system; 18 mos. exp. in project management or lead role on information technology project;12 mos. exp. in utilizing spreadsheet software; 12 mos. exp. as Information Technology Supervisor 3, 64119, or equivalent.

Unusual Working Conditions
Work involves operations of computer terminal for long periods of time; overtime may be required; travel may be required which may include overnight stay; may be required to be on-call 24 hours per day, 7 days per week.

- Paid holidays, This is an hourly position and is exempt from the bargaining units, with a pay range of 16 on the on the E1 Exempt Pay Range Schedule. Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule). This position is located within our Office of Health Information Systems, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 27th floor, Columbus, Ohio 43215.
Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.
