You will serve as a Supervisory IT Specialist (Infosec) in the Cybersecurity Department, Assessment & Validation Division of HOPPER GLOBAL COMMUNICATIONS CENTER., * You will perform duties as the Division Head, overseeing the Naval Intelligence (NAVINTEL) Security Control Assessor (SCA) for the Naval Intelligence (NAVINTEL) Information Assurance (IA) Program.
- You will manage the Information Assurance/Cyber Security Subject Matter Expert (SME) responsible for the management and implementation of the Naval Intelligence (NAVINTEL) Information Assurance (IA) Program assessment methodologies.
- You will serve as the NAVINTEL Technical Assessment Director for the Consolidated Afloat Networks and Enterprise Services (CANES), providing direct oversight of a team of senior level NAVINTEL SCA Reps and NAVINTEL IA Security Engineers (IASE).
- You will serve as the NAVINTEL Security Control Assessor Cross Domain Support Element (CDSE) Program Manager, managing over 120 NAVINTEL Cross Domain assessment requirements.
- You will perform technical, administrative and management tasks that involve planning, directing, assigning, leading, and monitoring the work of the unit; managing and supporting employee performance and development.
- You will develop requirements for funding, resource management and oversee execution; as well as identify, consolidate, and prepare the divisions programmatic submissions.

- MSP/PPP applicants must currently hold the required security clearance.
- This is a Cyberspace Workforce position, work role code (722), proficiency level (Advanced). The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statue, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status., In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GG/GS-13) or pay band in the federal service, or equivalent experience in the private or public sector performing duties that include the following:
- Providing critical oversight for an organization's Security Control Assessor (SCA) unit for the Information Assurance (IA) Program;
- Planning, directing, assigning, leading and monitoring the work of the unit;
- Developing requirements for funding, resource management and overseeing execution;
- Ensuring division priorities reflect relevant customer requirements both with the agency as well as cross the Intelligence community., A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments., This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area 72 and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:
- Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
- Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor. This position performs a primary cyber work role of 722, Information Systems Security Manager.
This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
