Job description

The California Air Resources Board (CARB) is a dynamic and innovative leader in setting and implementing controls to protect and improve air quality for the citizens of California. CARB's scientific and technical programs rely extensively on data and web-based information systems. The mission of CARB's Office of Information Services (OIS) is to leverage the most effective information technologies available to achieve CARB's program goals. This mission includes ensuring that such technologies are professionally managed, properly maintained and secured, and efficiently utilized. The Systems Development and Support Branch (SDSB) within OIS is responsible for the development and ongoing support of Information Technology (IT) solutions to CARB's complex business, scientific, and engineering program needs. The Branch implements solutions, and supports ongoing operations, maintenance, and hosting services necessary to sustain CARB business applications and systems through their business life. The Information Technology Specialist I (IT Specialist I) within the SDSB develops and supports complex CARB business applications, acting as a DevOps engineer on multiple projects simultaneously. In collaboration with project managers, business owners, su bject matter experts, and co-developers (state and contracted), the IT Specialist I works on a variety of IT activities that support DevOps. The IT Specialist I's professionalism and DevOps knowledge leads to superior customer satisfaction and delivers products and services that meet or exceed the customer's expectations. The incumbent must communicate effectively, be well-organized, and be able to track and complete multiple assignments concurrently, while establishing and maintaining constructive professional relationships with management, customers, peers and vendors. The incumbent maintains and processes confidential personnel data. You will find additional information about the job in the Duty Statement., The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement. Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience with the design, implemention, and maintenance of secure and reliable cloud infrastructures using AWS.

  • Solid understanding of cloud tools and technologies such as EC2, ECS, Docker, ECR, RDS, S3, CodePipeline, PostgreSQL, MSSQL, MySQL, FSx, API Gateway, Lambda, Glue, Okta, Git, Python and Terraform.

  • Experience using Infrastructure as Code (IaC) approach for provisioning cloud resources using Terraform or CDK.

  • Experience developing and configuring Continuous Integration and Continuous Delivery (CI/CD) technologies.

  • Experience or willingness to learn to develop scripts to support the operations and maintenance of cloud infrastructure.

  • Strong analytical and critical thinking skills.

  • Strong communication skills.

  • Desire for continuous learning: Salesforce, and/or Power Platform technologies.

  • Team player attitude

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy.
