Job description

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit.

Information and Communications Technology Services (ICTS) Section is responsible for the delivery of Information and Communications Technology (ICT) in support of the core business of the OSCE. This includes the management, operation, implementation, support, and maintenance of ICT projects, systems, and infrastructure and the delivery of ICTS support services to the Secretariat. ICTS provides corporate ICT services, ICT policy guidance, and support to all OSCE Institutions and Field Operations. The Section consists of four units: Infrastructure Operations Unit, Services and Support Unit, Functional Support Unit, and Software Development Unit.

Tasks and Responsibilities:

As Senior ERP Applications Assistant (Developer), you will be a member of the ICTS Functional Support Unit (FSU), which is responsible for delivering enterprise resource planning (ERP) applications and services to all OSCE personnel in all field missions and institutions.

You will report to the Chief ICT, Functional Support, with the Deputy Director, Head of ICTS, serving as the second-level supervisor.

More specifically, you will be tasked with the following:

  • Contributing to the design, development, and maintenance of ERP applications using Oracle Forms, Reports, PL/SQL, and other technologies across both on-premises and cloud environments. Ensuring that developed solutions align with performance, usability, and security requirements;
  • Translating business and functional specifications into scalable technical solutions using Oracle EBS and Fusion Cloud modules (Financials, HCM, SCM), Workflows, APIs, and BI Publisher; providing quality technical input that supports the effective delivery of ICT enhancements;
  • Assisting in integrating legacy systems with Oracle Cloud applications through Oracle Integration Cloud (OIC) and web services (REST/SOAP), contributing to system modernization and improved data flow across platforms;
  • Preparing and maintaining system documentation, user guides, and SOPs. Providing second- and third-level support and participate in tasks such as annual password rotations for Oracle schemas to ensure service continuity and ICT policy compliance;
  • Working closely with business analysts, functional leads, and ICT colleagues to support application delivery. Sharing technical knowledge, support junior developers, and actively participating in project planning and review activities;

Please be aware that OSCE appointments are subject to medical clearance.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.

Requirements

Do you have a High school diploma or GED?, * Completed secondary education, supplemented by specialized training or formal studies in computer science;

  • A first-level university degree in Computer Science, Information Systems, Software Engineering, or a related field is desirable;

  • Relevant certifications (e.g., PRINCE2, Oracle Certified Professional, Oracle Cloud Infrastructure, Agile/Scrum, ITIL) are desirable;

  • A minimum of seven (7) years of progressively responsible experience in ERP system development, including demonstrated experience with: o Oracle Forms and Reports (11g/12c) o Oracle E-Business Suite (R12) and/or Oracle Fusion Cloud Applications o PL/SQL and Oracle database technologies

  • A university degree in a relevant field may be considered as a substitute for up to two years of working experience only to determine eligibility;

  • Experience in integration development using REST/SOAP APIs and Oracle Integration Cloud (OIC); including cloud-based integrations (e.g., OCI), workflow configuration, and data validation in Oracle EBS and/or Fusion Cloud;

  • Hands-on experience with BI reporting tools (e.g., SplashBI, BI Publisher) and familiarity with Oracle APEX;

  • Strong understanding of integration and modernization concepts, with working knowledge of DevOps tools, version control systems (e.g., Git), and ticketing platforms (e.g., JIRA, ServiceNow);

  • Familiarity with project management methodologies (e.g., PRINCE2, Agile);

  • Strong interpersonal and communication skills; ability to explain technical concepts to non-technical stakeholders and influence process owners;

  • Excellent oral and written communication skills in English;

  • Ability to work independently in a fast-paced, multicultural environment;

  • Experience in international or public sector settings is desirable.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is around EUR 6,260 (12 times a year) depending on family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.
