Job description

Experienced and certified Senior GIS Consultant to lead the deployment, maintenance, and auditing of critical geospatial systems in sensitive or public sector environments. You will be responsible for designing robust, scalable, and secure GIS architectures using ArcGIS Enterprise, ArcGIS Online, and GIS web services. This role requires strong skills in documenting system architectures, conducting load and security audits, and delivering metadata-compliant datasets aligned with ISO 19115, INSPIRE, and GDPR standards., * A comprehensive description of the deployed system architecture (technical diagrams, network topologies, software dependencies), standard operating procedures (SOP), disaster recovery protocols (DRP), and security guidelines.

  • All developments carried out (scripts, web/mobile applications, FME models, Python/arcpy tools, etc.) must be provided in clearly structured Git repositories, with code comments in English or French, consistent naming conventions, and associated documentation (README, changelog, installation manual).
  • Each project phase must include systematic audits focusing on load, stability, latency, resilience, and exposure to vulnerabilities. These audits must be accompanied by concrete improvement recommendations and a prioritized action plan.
  • A detailed description of the test scenarios applied, tools used (LoadRunner, JMeter, etc.), recorded metrics (TPS, error rate, latency), load ramp-up curves, critical thresholds reached, and analysis reports.
  • The test scripts or configurations must be delivered.
  • Guides for end-users operating in emergency or continuity-of-service situations, including concrete use cases, offline procedures, data entry best practices, and clear alert messages. The manual must be structured by business profile (e.g., dispatcher, crisis manager, GIS analyst).
  • Each dataset managed or produced must be accompanied by a metadata file compliant with ISO 19115 / ISO 19139 standards and, where applicable, INSPIRE.
  • Metadata must be generated, validated, and published via a metadata tool or repository compatible with ArcGIS Enterprise (e.g., GeoNetwork, ArcGIS Metadata Catalog), and must include elements on quality, history, provenance, and usage conditions.

Requirements

Do you have experience in Web services?, * Proven expertise in administering ArcGIS Enterprise (Portal, ArcGIS Server), ArcGIS Online, and GIS web services.

  • Ability to design a robust, scalable, and secure GIS architecture.
  • Experience managing GIS projects in the public sector or in sensitive environments.
  • Esri Enterprise Administration Professional and Esri ArcGIS Online Administration Specialty certifications.
  • Strong knowledge of INSPIRE, ISO 19115, ISO 27001 standards, and GDPR best practices.
  • Proficiency in English or French is required for technical documentation and code comments., * Analytical, logical, structured, and detail-oriented.
