Job description

This is a managerial position responsible for assisting in the operation of the Human Resources office, including the direct management of compensation, benefits, and human resources information systems (HRIS). Responsible for assisting in the creation of new university policies and departmental procedures and supervising assigned staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Executive Director of Human Resources., 1. Oversees the compensation plan for staff and student employees including preparation and revision of job descriptions, job analysis, salary grade structure, position reclassifications and promotions, and the merit increase process.

  1. Oversees a comprehensive university benefit program including medical, dental, other voluntary insurance options, and retirement programs, including TRS, ORP, and supplemental retirement programs.
  2. Oversees the administration of pay policies and procedures including additional compensation and equity adjustments.
  3. Provides advice and counsel to departments in determining departmental reorganization options and plans.
  4. Provides oversight and leadership for HRIS activities, ensuring system integrity.
  5. Serves as the departmental security officer and backup data custodian for HR data.
  6. Oversees and ensures the timely and accurate data entry, maintenance, and reporting of personnel data in the university and state HRIS systems.
  7. Creates and supports opportunities for supervisors and employees to receive ongoing education related to HRIS, compensation, and benefits programs.
  8. Interprets, explains, and administers university policies and procedures related to compensation, classification, benefits, and HRIS.
  9. Oversees and ensures compliance with university policies and procedures as well as federal and state regulations in regards to the university's compensation and benefit programs administration.
  10. Tracks HRIS, compensation, and benefits data to identify trends, assess needs, develop responsive and proactive initiatives, and generate reports for departmental and divisional leadership.
  11. Prepares, analyzes, and/or oversees the submission of various special, quarterly, monthly, and ad hoc reports.
  12. Reviews current department policies and procedures and implements changes.
  13. Hires, supervises, trains, and evaluates assigned staff.
  14. Identifies and incorporates continuous changes in federal and/or state policies and procedures, ensuring university and departmental compliance.
  15. Contributes to the development and execution of overall human resource strategy and goals as a member of the departmental leadership team., 1. Plans, coordinates, and conducts training as needed.
  16. May work with departmental staff to create automated process efficiencies.
  17. Represents the department on various university and system committees.
  18. May require travel.

Requirements

Bachelor's degree in business, human resource management, accounting, or a related field is required. Master's degree is preferred. Directly related experience may be substituted for required education on a basis set forth by the Department of Human Resources.

Four years of progressively responsible experience in human resources is required. Professional experience in human resources areas including compensation, benefits, and/or human resources information systems is required. Supervisory experience is required., The individual must possess the following knowledge, skills, and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation.

  1. Knowledge of, or ability to learn, university policies and procedures.
  2. Knowledge of federal, state, and local laws, statutes, regulations, codes, and standards related to area of responsibility.
  3. Skill in using computer applications including spreadsheet, database, and word processing software.
  4. Ability to exercise sound judgment in making critical decisions.
  5. Ability to identify problems, evaluate alternatives, and implement effective solutions.
  6. Ability to analyze complex information and develop plans to address identified issues.
  7. Ability to learn office and university-specific software.
  8. Ability to communicate effectively in both oral and written form.
  9. Ability to establish and maintain a good rapport with university faculty and staff, students, and the general public.
  10. Ability to interpret and apply state, federal, and university policies, regulations, and law.
  11. Ability to provide administrative guidance within area of responsibility, providing direct training and supervision as needed.
  12. Ability to organize work effectively, conceptualize, prioritize objectives, and exercise independent judgment based on an understanding of organizational policies and activities.
  13. Ability to manage a budget and work within the constraints of that budget.
  14. Ability to work with and maintain confidential information.
  15. Ability to maintain currency of knowledge and skills related to areas of responsibility.
