Job description
The technology division is responsible for developing, implementing, and maintaining multiple mission-critical applications. To support upcoming child welfare re-engineering initiatives, we are seeking a highly motivated professional with extensive software development expertise. This individual will serve as a Project Lead within the Application Development team, playing a key role in designing and delivering solutions that meet state and federal requirements., * Lead the development of a secure provider portal for qualified providers delivering services under the Families First Prevention Services Act (FFPSA). The portal will integrate with CCWIS (Child and Adult Protective Services System).
- Support planning, design, and implementation efforts to meet CCWIS and AFCARS federal compliance requirements.
- Contribute to system enhancements to support Families First Prevention Act mandates.
- Provide ongoing support and maintenance for CCWIS.
- Ensure effective operation of Human Services and Child & Adult Information portals used by foster care, investigation, and family preservation case managers.
- Develop and maintain VB/ASP.NET and C# applications interfacing with MS SQL Server 2019.
Requirements
- 10+ years of proven experience designing and implementing medium-to-large scale software solutions using .NET architectures.
- 8+ years of experience in developing data-driven applications with relational database engines as core components.
- 8+ years of experience building Windows and web-based systems using N-tier architectures, scalable solutions, and complex security frameworks.
- Strong knowledge of Microsoft operating systems and at least two enterprise-level application, database, messaging, or web server technologies.
- Track record of successfully designing and implementing multiple software components and subsystems.
- Strong communication skills, with the ability to explain design choices, system strengths/weaknesses, and implementation strategies to both technical and non-technical audiences.
- Ability to collaborate effectively with stakeholders, IT teams, and cross-functional staff.

Preferred Skills:
- Experience with child welfare or human services system design and development, particularly SACWIS/CCWIS requirements.
- Strong project management and leadership abilities.
- Excellent written and verbal communication skills across technical teams and user groups.
- Self-starter, able to work independently with minimal supervision.
- Familiarity with Agile methodologies (plus).
Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment. Access to a virtual desktop set up (software) will be provided by Lumen's client, allowing the user access to the required systems and technology.
