Job description

This position may be eligible for a hybrid telework option, in accordance with the Business, Consumer Services and Housing Agency and California lnteragency Council on Homelessness (Cal ICH) Telework Policy. The successful candidate must reside in California upon appointment.

Under the general direction of the California lnteragency Council on Homelessness (Cal ICH) Research Data Supervisor II, the Research Data Specialist (RDS I) independently develops and utilizes research methodology and techniques to measure progress addressing homelessness throughout the state, as well as develops data tools and dashboards for a variety of stakeholder types.

Cal ICH is the statewide facilitator, coordinator, and policy development lead for homelessness at the state level. Cal ICH also runs HDIS, a statewide data warehouse that compiles data from the 44 Continuums of Care about homelessness response services provided. The RDS I will be responsible for assisting the Cal ICH with gathering, researching, and analyzing data to support the development of maintenance of dashboards and other data visualizations. The RDS I uses statistical software and programming as well as business intelligence tools such as Tableau, R, and SQL. The RDS I also uses spreadsheet, word processing, and presentation software (e.g., Microsoft Excel, Word, PowerPoint) to prepare charts, tables, presentations, and research reports for a variety of audiences.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the United States without the need for visa sponsorship by the start date of employment. Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Professional and/or personal experience with programs and services related to homelessness, housing, or human services.
  • Expertise in designing data visualizations, data reports, and other tools for presenting and interpreting data.
  • Experience with complex management information systems, preferably Homelessness Management Information Systems (HMIS).
  • Experience in methodologies for collecting, analyzing, and interpreting complex quantitative and qualitative data.
  • Experience presenting about complex data in written and verbal formats to a range of stakeholders.
  • Experience with project management of data and research initiatives.
